Lieutenant Colonel Lo Thanh Nhu, Commander of the Regional Defense Command (PTKV) 4 Tuong Duong, Ministry of National Defense Nghe An province said: “Along National Highway 7 from Con Cuong to Muong Xen commune, there are currently 23 flooded spots, not counting landslides. Particularly from Con Cuong commune to the PTKV 4-Tuong Duong Command, there are 14 flooded and isolated spots. We are mobilizing maximum forces to help the people. Fortunately, the rain has stopped, but water from upstream is still pouring strongly downstream. Fortunately, there have been no recorded human casualties in the area...”.
Mr. Tran Van Nga, in Vinh Hoang village, Con Cuong commune, is still in shock: “I am 65 years old but I have never witnessed such a fast and big flood. The water poured down so loudly, people had no time to react, they could only run away…”.
In Vinh Hoang village, Con Cuong commune, the flooded section is about 1 km long, with the deepest point reaching nearly 2m. Lieutenant Colonel Tran Van Hung, Commander of PTKV 5-Anh Son Command (Nghe An Provincial Military Command) said: "We have organized 3 canoes and 8 officers and soldiers to be on duty, guard, ensure security and safety for people and vehicles; at the same time, ready to transport emergency cases through this flooded area".
Lieutenant Colonel Nguyen Canh Loan, a canoe driver of the PTKV 5-Anh Son Command, said: “From morning until now, we have transported 5 cases, including 1 emergency case and 1 patient undergoing dialysis. Although the deep water and strong currents make it very dangerous to control the canoe, because people need support, especially in emergency situations, the brothers in the unit always organize and carry out their tasks closely and safely, putting the safety of people first…”.
Directly inspecting, directing and encouraging officers and soldiers who were performing their duties at the flooded area of Vinh Hoang village, Con Cuong commune, Lieutenant General Ha Tho Binh, Commander of Military Region 4, visited and shared with local people and encouraged officers and soldiers.
“The entire Military Region has mobilized more than 3,000 officers, soldiers and militia forces to directly go to flooded areas to help people; in deeply flooded areas, unit commanders have used canoes and motorboats to access and support people with essential necessities such as dry food, instant noodles and drinking water... With the view that wherever the water recedes, the troops will quickly help people stabilize their lives... Only when people have stabilized their lives as usual will the troops withdraw," Lieutenant General Ha Tho Binh affirmed.
Also in the afternoon of the same day, Regiment 335 (Division 324, Military Region 4) also mobilized 250 officers and soldiers to march to flooded areas to help people overcome the consequences of floods.
