On June 18, the Department of Industry and Trade of Ho Chi Minh City held a press conference for the second quarter, announcing many key activities in the coming time.
The main activities in the coming time include: supporting the implementation of three business and product development programs for the mechanical - automation, rubber - plastic, and food processing industries; organizing a conference to review the goods quality control cooperation program; launching the initiative "Green Tick for e-commerce responsibility".

In the first 6 months of the year, Market Management transferred 4 cases with signs of criminality to the police.
Reporting on the results of the peak period against smuggling, trade fraud and counterfeit goods, Mr. Nguyen Quang Huy, Deputy Head of the Market Management Department (QLTT) of Ho Chi Minh City, affirmed that this work is a key and continuous task.
He said that recently, the Prime Minister has issued many strong directives on this issue, such as Official Dispatches No. 65, 82 and Directive No. 13.
Implementing these instructions, the HCM City Market Management Department has implemented a peak plan (from May 15 to June 15), thereby detecting and handling 137 violations, with a total administrative fine of VND 4.68 billion; collecting VND 1.33 billion for the budget.
According to Mr. Huy, through the implementation of the peak plan, many major cases have been handled promptly, especially items that directly affect consumers' health such as food, milk, and bird's nest products.
In the first six months of 2025, the Ho Chi Minh City Market Management force inspected 533 cases and handled 526 violations. The total amount of administrative fines was up to VND 19.93 billion; the budget was paid VND 15.23 billion; and four cases with signs of criminality were transferred to the investigation agency.
However, besides positive results, the Market Management force also faces many difficulties and obstacles in the process of performing its tasks, specifically:
On digital platforms, handling violations is difficult because subjects are often anonymous, use virtual accounts and do not have clear business addresses, hindering verification and tracing.
Counterfeit products are increasingly sophisticatedly produced, requiring support from modern technical equipment and the cooperation of businesses that are copyright owners.
In some areas, authorities have encountered lack of cooperation, even resistance and avoidance from businesses when they discovered the inspection team.

Market management strengthens inspection and implementation guidance
In response to questions from the press about whether inventory without invoices or documents of business households is considered counterfeit or smuggled goods, as well as the measures of authorities in the face of many small businesses closing to avoid inspection, Mr. Huy shared frankly.
“We understand that in reality, the activities of small traders at traditional markets face many difficulties in keeping invoices and documents, as well as purchasing goods from sources that have not provided valid documents,” said Mr. Huy.
However, Mr. Huy affirmed that according to the provisions of Decree 98 on administrative sanctions for violations in commercial activities, production, trade of counterfeit and prohibited goods and protection of consumer rights, trading in goods without legal invoices and documents is a violation and can be punished depending on the nature and severity.
“Recently, when the Market Management Force increased inspections, some traders reacted. We understand and share the difficulties of the people, but also hope that people understand that ensuring clear origin is not only to comply with legal regulations but also to help improve business reputation, protect consumer rights and contribute to building a healthy business environment.
Therefore, in the coming time, we will step up propaganda work, instruct businesses to comply with regulations, and strictly handle cases of intentional violations and repeated violations. However, not only recently but also in previous years, the Market Management force has regularly increased inspection, supervision, and exchange and sharing with small traders," said Mr. Huy.
Regarding the situation of stalls closing, Mr. Huy said: “We understand that the closing can come from many reasons. In the context of many economic fluctuations, the purchasing power of people in general has decreased, in personal spending they will choose more carefully and save more. At this time, fake goods, counterfeit goods, cheap goods are likely to be chosen by a segment of consumers."
"Besides, we cannot rule out the possibility that the closure is to avoid inspection. Here, we also share with people that when some new regulations are issued, they need time to update, improve and change the way they do business. Therefore, they need time to adjust," Mr. Huy added.
