Focus on implementing policies to support small and medium enterprises

With the goal of making the private economy an important driving force of the economy, and at the same time concretizing the mechanisms and policies to encourage the development of enterprises of the Central Government, Thanh Hoa province always pays attention to, deploys and puts policies into practice.

Thanh Hoa province also issued Resolution No. 214/2022/NQ-HDND, dated April 13, 2022 of the Provincial People's Council on promulgating policies to support business development in Thanh Hoa province for the period 2022-2026 (Resolution 214) with many practical support contents for the needs of businesses. In 2024, the Provincial People's Committee promptly assigned specific tasks to departments, branches and units to carry out the tasks; at the same time, strengthened communication and information work to implement the policy.

On February 19, 2024, the People's Committee of Thanh Hoa province issued Decision No. 752/QD-UBND approving the assignment of the task of supporting small and medium-sized enterprises using the central budget in Thanh Hoa province in 2024. Accordingly, enterprises are supported 100% of the value of the consulting contract but not exceeding 50 million VND/year/enterprise for micro-enterprises or not exceeding 70 million VND/year/enterprise for micro-enterprises owned by women, micro-enterprises employing many female workers and micro-enterprises being social enterprises; supported up to 50% of the value of the consulting contract but not exceeding 100 million VND/year/enterprise for small enterprises or not exceeding 150 million VND/year/enterprise for small enterprises owned by women, small enterprises employing many female workers and small enterprises being social enterprises; Support up to 30% of the consulting contract value but not more than 150 million VND/year/enterprise for medium-sized enterprises or not more than 200 million VND/year/enterprise for medium-sized enterprises owned by women, medium-sized enterprises employing many female workers and medium-sized enterprises being social enterprises.

On April 16, 2024, the Provincial People's Committee issued Plan No. 99/KH-UBND on training knowledge on business start-ups, business administration and human resource training for small and medium enterprises in the province in 2024. Accordingly, this year, the Department of Planning and Investment will preside over the organization of 47 training classes on business start-up knowledge and 41 training classes on business administration knowledge. The objective of the classes is to impart topics and skills necessary for business establishment; issues on market and marketing in business start-ups; business administration; business culture; information on planning, mechanisms and policies in the business sector, information on the world situation as well as free trade agreements that Vietnam has signed to provide knowledge and skills for businesses to establish and develop production and business.

Previously, at the end of 2022, Thanh Hoa province issued a decision to allocate 1.2 billion VND from the central budget to supplement the career capital in the provincial budget estimate for 2023 to support technology for small and medium enterprises. This capital will support consulting contracts for 9 small enterprises and 1 medium enterprise in the province on digital transformation solutions for business processes, management processes, production processes, technology processes and business model transformation; support 5 micro enterprises and 10 small enterprises in renting and purchasing digital transformation solutions to automate and improve the efficiency of business processes, management processes, production and business model transformation.

In order to promote policy implementation, the Provincial People's Committee recently issued a document on the implementation of policies and tasks to support enterprises in the province in 2024. Accordingly, in order to promptly, synchronously and effectively implement policies and tasks to support enterprises in the province, the Chairman of the Provincial People's Committee requested directors of departments, heads of departments, branches, provincial-level units, chairmen of People's Committees of districts, towns and cities to focus on directing, organizing propaganda, thoroughly grasping and effectively implementing the Law on Support for Small and Medium Enterprises and other related documents.

The Department of Planning and Investment is assigned to preside over and effectively implement support for the delivery of results of administrative procedures for business registration and support for the use of digital signatures for businesses in Thanh Hoa province in 2024; policies to support training in knowledge about business start-ups and business administration, plans to support human resource development for small and medium-sized enterprises in the province; and estimate funding to support consulting for small and medium-sized enterprises.

The Department of Industry and Trade presides over the content of providing specialized consulting support for export enterprises to access new export markets; the Department of Science and Technology presides over, synthesizes the needs, makes budget estimates for technology support and supports small and medium-sized enterprises to start innovative businesses in the province; the Department of Information and Communications presides over, synthesizes the needs, makes budget estimates for technology support for small and medium-sized enterprises in the province and makes budget estimates for digital transformation support and application of digital technology for small and medium-sized enterprises in the province; the Department of Agriculture and Rural Development presides over, synthesizes the needs, makes budget estimates for supporting small and medium-sized enterprises to participate in clusters and value chains in the province; the Provincial Investment - Trade and Tourism Promotion Center presides over, implements the content of supporting small and medium-sized enterprises in the province to expand the market for goods consumption...

Along with the assignment of synthesizing the need to implement support funds, the Provincial People's Committee also assigned tasks to media agencies, associations, business support organizations, socio-political organizations and local authorities to actively disseminate and propagate the contents and policies to support businesses according to regulations, and promptly put support policies from the Law on Support for Small and Medium Enterprises and guiding decrees and Resolution 214 into practice.
