Quang Binh: Enforced land violations lasting for many years in Bo Trach district

(PLVN) - In order to raise awareness of compliance with land laws, contribute to education and general prevention, the People's Committee of Bo Trach district (Quang Binh province) has just organized the enforcement of 120.5 square meters of encroached agricultural land to hand over to Hai Phu commune for management, to prevent re-encroachment.

On May 8, the Bo Trach District Enforcement Board coordinated with functional forces to enforce measures to remedy the consequences of administrative violations in the land sector against Mr. Hoang Duy Loc, residing in Noi Hai village, Hai Phu commune.

The authorities demolished all of Mr. Loc's encroached property in accordance with regulations.

Previously, on April 16, 2025, the Chairman of the People's Committee of Bo Trach district issued Decision 1946/QD-CCXP on the enforcement of 120.5 m2 of agricultural land encroached by Mr. Hoang Duy Loc. The deadline for implementing the decision is 25 days from the date of receipt of the decision.

After the enforcement decision was issued, on May 6, 2025, the People's Committee of Bo Trach district invited Mr. Hoang Duy Loc to dialogue and continue propaganda and mobilization. However, Mr. Hoang Duy Loc refused to accept the invitation and did not comply with the working schedule.

Mr. Hoang Duy Loc signed the confirmation of the minutes before the enforcement of remedial measures.

Therefore, it is required to organize enforcement according to regulations to ensure the strictness of the law against intentional administrative violations in the field of land in Hai Phu commune to ensure the strictness of the law.

According to the leader of Bo Trach district, this is a complicated case that has lasted for many years. Since discovering and handling the violation, the District People's Committee has sent a document to the Provincial People's Committee, the Provincial Party Committee Office, and the District Party Committee Standing Committee to ask for permission to enforce against Mr. Hoang Duy Loc and received high consensus.

Quang Binh Provincial Police mobilized 57 officers, soldiers, and 4 police dogs to support the enforcement, ensuring that the enforcement took place in accordance with legal procedures and regulations.

The enforcement process received high public attention and support.

After announcing the enforcement decision, the authorities unloaded all assets on an area of ​​120.5 square meters of agricultural land encroached by Mr. Hoang Duy Loc to hand over to the People's Committee of Hai Phu commune for management, to prevent re-encroachment.

During the enforcement period, there was no obstruction or disturbance that affected local political security. After completing the enforcement, the Bo Trach District Enforcement Committee approved the enforcement record, but Mr. Loc refused to work or sign the record.

Representative of Hai Phu Commune People's Committee signed to confirm the land handover minutes, not to allow re-encroachment or occupation.

Mr. Nguyen Xuan Thuy - Vice Chairman of Bo Trach District People's Committee said: To ensure proper implementation of legal regulations in land management, strictly handle violations, especially in Hai Phu commune, which is complicated in complaints and lawsuits... Therefore, Bo Trach District People's Committee resolutely enforces the implementation of measures to remedy the consequences of administrative violations in the field of land against Mr. Hoang Duy Loc in order to deter and educate the people in general to raise awareness of compliance with land laws, and prevent similar violations from occurring in the future.
