Quang Nam increases control of state budget expenditures

The Economic - Budget Committee of the Provincial People's Council works with the State Treasury of Quang Nam

According to the State Treasury of Quang Nam, in 2024, the competent authorities issued many directives and instructions. The Government and the Provincial People's Committee established many delegations and working groups to inspect and urge, and held many conferences to speed up the disbursement of investment capital. However, the disbursement progress is still slow, the disbursement rate is low. As of November 10, 2024, the disbursement rate of the whole province only reached 54.4%, much lower than the target directed by the Provincial People's Committee.

The Quang Nam State Treasury system has done a good job of managing, controlling, reporting, closely monitoring investment capital advances, urging investors to comply with regulations, strengthening inspection and control of economic contracts; proactively reporting on the advance payment situation, proposing solutions to recover overdue advance payment balances... Efforts to control expenditures have helped reduce the overdue investment capital advance payment balance, accounting for only 4.6% of the total advance payment balance, especially 6 district State Treasuries have not incurred overdue advance payment balances (Hoi An, Que Son, Bac Tra My, Dong Giang, Phuoc Son and Hiep Duc).

According to Mr. Pham Van Phong - Deputy Director of the State Treasury of Quang Nam, there are still many shortcomings, difficulties and problems in controlling expenditures. Currently, there are still regular advance payments from 2020 and earlier that have not been recovered, projects with overdue advance investment capital balances lasting for many years, difficult to recover, the disbursement rate of investment capital is low, many projects have not disbursed any money, many localities confuse regular capital sources and investment capital sources to apply to subjects allowed to extend according to regulations. In addition, the delay in issuing documents guiding the implementation of specific mechanisms and policies by central ministries and branches has caused many difficulties and confusion for localities in implementing the resolutions of the National Assembly.

Quang Nam State Treasury recommends that competent authorities direct units, localities, and investors to strictly implement regulations on management, payment, and settlement of projects using public investment capital, and promptly provide guidance on problems related to control and payment of compensation and support according to the provisions of the 2024 Land Law. In addition, Quang Nam State Treasury also recommends that the Provincial People's Committee direct units and agencies assigned to manage, use, and exploit assets and infrastructure to focus on completing the inventory, classification, determination of asset value and accounting, proactively providing timely and complete data to State Treasuries at all levels. Direct departments, branches, sectors, and investors to promptly and completely recover overdue advance payments. The task of checking the status of advance payments and recovering advance payments of investment capital can be included in the inspection content of the Working Group to inspect the implementation, disbursement, and settlement of completed projects using state capital.
