From a poor mountainous district with a majority of ethnic minorities living, Phuoc Son has now gradually changed its life, economy and society. In recent years, more than 300 households in Hamlet 4 - one of the ethnic minority hamlets in Phuoc Duc commune - have developed day by day thanks to the support from the Program. Dozens of households have been supported to remove temporary houses, hundreds of households have risen to economic development thanks to production support from community livestock projects, thereby giving them more motivation to escape poverty.
For nearly 15 years as the Head of Village 4, Mr. Nguyen Van Dung has witnessed the daily changes of the villagers. He said that in the past, people mainly worked on the fields, mixed with rice cultivation, and hired labor, making life extremely difficult. However, in recent years, thanks to support from projects and sub-projects under national target programs, especially support for livestock, seedlings and housing, many poor households have been assisted and registered to escape poverty.
“Roads, cultural houses, and infrastructure have been systematically built. People have been supported with buffaloes, cows, goats, and pigs that have been raised well and have money to cover their living expenses and educate their children. In addition, with the support of national target programs, dozens of households have been supported with housing and land to have their dream home. The lives of people in the village are changing every day, people are enthusiastic about doing business and developing their families,” said Mr. Dung.
Mr. Ho Van Vot (village 4, Phuoc Duc commune) was supported by 60 million VND from the National Target Program for Sustainable Poverty Reduction, and he and his wife were able to build a spacious house. “My family used to be very poor, mainly depending on growing acacia and farming with a meager income. Thanks to the support of 60 million VND from the State, along with savings and loans of about 120 million VND, my wife and I have a sturdy house with an area of 70 square meters. We are very happy, so this Tet we can live in a new house,” Mr. Vot shared.
Mr. Le Quang Trung, Chairman of Phuoc Son District People's Committee, said: In the period of 2022 - 2024, the locality has allocated more than 50 billion VND from the National Target Program on Sustainable Poverty Reduction to implement 21 projects to support economic development for poor and near-poor households (supporting buffaloes, cows, goats, pigs, fertilizers, etc.); helping 910 households with housing.

According to the Quang Nam Ethnic Minorities Committee, in recent years, Party committees, authorities, sectors and localities have always paid attention to poverty reduction work, initially achieving many encouraging results. Specific figures show that in 2022, the poverty reduction rate in ethnic minority and mountainous areas was 10.4%; by the end of 2023, the poverty reduction rate was 9.7%, higher than the set target of over 3% per year.
The total capital to implement the National Target Program on Sustainable Poverty Reduction in Quang Nam is 1,981 billion VND, of which the central budget is 1,772 billion VND; the provincial budget is more than 209 billion VND). These results have had a positive impact on the lives and production of ethnic minorities, contributing significantly to reducing the poverty rate in the period 2019 - 2024. The average poverty reduction rate of ethnic minority households is 6.6%/year (target 5%). “With the achieved results, it can be affirmed that each investment and support content of the Program has a direct impact on promoting the economy, culture - society , reducing poverty in ethnic minority and mountainous areas of the province, contributing to changing the face of mountainous rural areas. Infrastructure has been invested in and built, so traveling, medical examination and treatment, and studying are more convenient than before; the awareness of ethnic minorities has gradually changed in developing production, in learning a trade, starting a business, and building a new rural life”, added Mr. Ha Ra Dieu, Deputy Head of the Ethnic Minorities Committee of Quang Nam province.
