Quang Ngai: Need sanctions to deal with units that intentionally delay project progress

On July 15, the 13th Quang Ngai Provincial People's Council, Term 2021 - 2026 held the second session (Regular session in mid-2025).

Speaking at the closing session, Provincial Party Secretary Bui Thi Quynh Van requested that all levels and sectors in the area must pay attention and give top priority to support policies for officials, civil servants, public employees and workers of agencies and organizations in the administrative units of Kon Tum province (old) to work at the administrative center of the new Quang Ngai province after the arrangement.

The Secretary of the Quang Ngai Provincial Party Committee requested that there should be high solidarity and unity "from top to bottom, throughout the entire political system".

To successfully implement the 2025 public investment plan and strive for the highest disbursement of the year's plan, Chairman of the Quang Ngai Provincial People's Committee Nguyen Hoang Giang said that in the last 6 months of the year, the remaining capital plan is very large, requiring high determination, great efforts, and more responsibility from all levels, sectors, and localities.

Accordingly, the Chairman of Quang Ngai province requested to thoroughly grasp and clearly identify the task of promoting the allocation and disbursement of the 2025 public investment plan as one of the top key political tasks that need to be prioritized for leadership, direction and serious implementation at all levels, sectors and localities in the province. Strive for the disbursement rate of public investment capital in 2025 to reach 100% of the assigned capital plan, creating an important driving force to promote socio-economic growth and improve the quality of life of the people.

At the same time, the Chairman of Quang Ngai province also requested that the acceleration of public investment disbursement progress must be associated with ensuring the quality of works and projects; absolutely not allowing negative situations, loss, waste, or group interests to occur. Proactively review and propose competent authorities to transfer capital for projects that are slow to implement or cannot be implemented to transfer to projects that are well implemented and need additional capital. Investors must proactively coordinate closely and accompany local authorities and related units to promptly resolve and remove difficulties and obstacles.

In addition, implement stronger, more drastic and effective solutions in compensation and site clearance for projects; resolutely enforce land recovery when conditions are met according to regulations to ensure timely handover of construction sites to investors; promote the construction progress of key projects and works, accelerate the implementation of National Target Programs. Make detailed disbursement plans for each project and strictly adhere to the disbursement plans according to the above timelines. Assign leaders and individuals to be responsible for each project, strictly control the scale, progress and efficiency of investment.

The results of public investment capital disbursement are one of the important criteria for evaluating and classifying the results of completing tasks in 2025 of agencies, units and localities", the Chairman of the People's Committee of Quang Ngai province emphasized.
