Quang Ngai: Urgently remove obstacles for 3,500 billion project

The Hoang Sa - Doc Soi road project with a total investment of 3,500 billion VND encountered many difficulties in site clearance. The leaders of Quang Ngai Provincial People's Committee directed to urgently resolve and speed up the project's progress.

Trillion-dollar project slows down due to land acquisition problems

The Hoang Sa - Doc Soi road project has a total investment of 3,500 billion VND, with a route length of 26.88 km. The planned land acquisition area for the main route is 172.15 hectares, involving 2,368 households and 9 organizations in the communes of Binh Son, Van Tuong, Dong Son, Tho Phong, Tinh Khe and Truong Quang Trong ward. To serve the project, the province invested in building 10 resettlement areas with 648 plots of land, 1 grave reburial area and using 25 more plots of land at Lien Hiep I resettlement area (expansion), Truong Quang Trong ward.

It is known that in 2025, the Hoang Sa - Doc Soi road project has been planned by Quang Ngai authorities to allocate nearly 965 billion VND in capital. Of this, the central capital allocated will be transferred from 2024 to more than 624 billion VND. However, the site clearance work is slow so the progress does not meet the set plan.

Specifically, for the main route up to this point, only the compensation plan has been approved for 48.63/172.16 hectares, reaching 28.3%.

In particular, from July 1, 2025 to now, the unit assigned to carry out site clearance for the project is the Provincial Land Fund Development Center, which has only submitted for approval 2 options/4.54 hectares (1 option/4.01 hectares in Tho Phong commune and 1 option/0.53 hectares in Binh Son commune).

According to the Management Board of Traffic Construction Investment Projects of Quang Ngai province, there are currently 41.93 hectares of land that have been appraised on the map, but the Quang Ngai Land Fund Development Center has not yet submitted it to the provincial authority for appraisal and approval.

The site clearance is slow and not much has been handed over; the handover locations are intermittent, so the contractor has to carry out construction in a slow manner, resulting in "dripping" disbursement, too low compared to the allocated capital.

The investor representative said that for the main route alone, according to the construction plan for 2025, the disbursement cost of compensation plans is nearly 236 billion VND. However, it is now September, which is also the time when Quang Ngai prepares to enter the annual rainy and stormy season, but the implementation results have only been slightly more than 106 billion VND, reaching about 45% of the plan.

The investor representative said that in the capital plan for 2025 for the project of nearly 965 billion VND, the central capital allocated from 2024 is over 624 billion VND. If this part (624 billion VND) is not fully disbursed in the remaining 3 months of 2025, this capital is at risk of being recovered. Therefore, the units are coordinating and determined to complete this volume in the coming time.

A representative of the Land Fund Development Center said that up to now, land reclamation notices have been issued for 165.88/172.15 hectares, reaching 96.4%. Survey and inventory work has been completed on an area of ​​more than 169 hectares, reaching 98.2%. The unit has surveyed and inventoried 4,855 graves, of which 3,265 have been relocated.

Currently, 45 compensation plans have been approved for 48.6/172.15 hectares, reaching 28.3%. Of these, the majority of households agreed, supported and handed over the land, with the area reaching 96.7% of the total approved area, bringing the total handed over area to 34.9%.

Although departments, branches and localities have been active in resolving problems to speed up progress, the progress of compensation, site clearance and resettlement has not yet met requirements.

Urgently remove obstacles

Mr. Nguyen Ngoc Sam, Vice Chairman of Quang Ngai Provincial People's Committee, emphasized that the Hoang Sa - Doc Soi road project is a key project with strategic significance in developing transport infrastructure and regional connectivity, creating a driving force to promote the province's socio -economic development. Therefore, departments, branches and localities need to focus highly, urgently remove difficulties, speed up progress, and ensure compliance with the direction of the Provincial Party Committee and Provincial People's Committee.

The Vice Chairman of the Quang Ngai Provincial People's Committee requested localities to urgently determine the origin of land and specific land prices; establish a working group to resolve legal problems related to land; strengthen coordination and support the Land Fund Development Center in establishing, appraising and approving compensation plans for the entire remaining area.

The Management Board of Traffic Construction Investment Projects of Quang Ngai province must speed up the progress of investment in construction of resettlement areas, promptly appraise maps for areas where land types have been confirmed according to current usage status, and ensure sufficient conditions for resettlement arrangements for people.
