In order to implement the policies, resolutions and directions of the Central Government on the arrangement of commune-level administrative units to streamline the apparatus, create a foundation to promote socio-economic development and improve people's lives, Quang Ninh province has actively participated in and synchronously deployed tasks according to the roadmap. Up to now, the province has completed the collection of public opinions on the plan to arrange commune-level administrative units in the province, ensuring publicity, democracy, transparency and compliance with legal regulations with a high consensus rate. Thereby demonstrating the people's agreement and support for this correct policy.
Following the direction of the Central Government, the province has promptly established the Steering Committee for the arrangement of commune-level administrative units in Quang Ninh province, issued a detailed plan, and directed departments, branches, and localities to take part in a systematic and scientific manner. With a sense of responsibility, seriousness, and compliance with regulations, the province has directed and organized the full and timely implementation of extensive propaganda and solicited public opinions on the plan to arrange commune-level administrative units in the province to ensure progress and completion before April 19, 2025.
According to the Central Government's proposal, the whole province will rearrange 171 commune-level administrative units into 51 units. Of which, 145 commune-level administrative units will be merged into 48 units, reducing 97 units (reaching 66.9%); 26 commune-level units will be rearranged into 3 special zones. After the rearrangement, the province will have 27 wards, 21 communes and 3 special zones. In case the competent authority approves that Quang Ninh has 2 special zones, the whole province will rearrange 171 commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones. The policy of rearranging administrative units has received high consensus and unanimity in the entire political system, especially the consensus and support of voters and people.
Ha Long City is one of the localities that completed the early collection of public opinions on the arrangement of commune-level administrative units in the city with a very high rate of agreement. It is expected that Ha Long City will arrange 30 units into 11 units, transfer 2 communes Dong Son and Ky Thuong to join with the Ba Che cluster of units. The city has completed the collection of opinions from 86,675 voters representing households on the establishment of new administrative units, reaching 99.75% (14 communes and wards reached 100%); opinions on naming commune-level administrative units reached 99.4% (13 communes and wards reached 100%).
Head of the Propaganda Department of the Ha Long City Party Committee, Phan Thi Hai Huong, said: The entire city has deployed the collection of people's opinions to 243 villages and neighborhoods; posted the list of 86,675 voters; established 219 groups to collect opinions. Along with that, directing agencies, units, communes and wards to step up information and propaganda work; publicize the plan to arrange local administrative units, briefly evaluate the standards of commune-level administrative units before and after the arrangement and the conditions for the arrangement of commune-level administrative units. The collection of voters' opinions was organized simultaneously by all communes and wards in the city on April 17, ensuring publicity, democracy and compliance with the provisions of law. By 1:00 p.m. on April 17, the city had completed the collection of people's opinions on the arrangement of commune-level administrative units in Ha Long City. After consulting voters on the plan to rearrange commune-level administrative units, the People's Committees of communes and wards in the city submitted to the People's Councils of the same level to discuss and vote on the policy to rearrange commune-level administrative units on April 18, 2025.
According to the arrangement project, Van Don district will merge 12 communes and towns into 1 commune-level administrative unit and named Van Don Special Zone under the province. Van Don will be the locality with the largest number of commune-level administrative units in the province to be arranged and merged into 1 unit. With the active and synchronous participation of all levels, sectors and localities, by April 17, 2025, Van Don district had completed collecting opinions from more than 12,000 households in 12 communes and towns in the area. The results showed that 100% of households agreed with the plan to establish Van Don Special Zone. This reflects the strong support of the people for the major policies of the Party and State, as well as their belief in the future development of the locality.
Mr. Nguyen Van Hung, Dong Xa Commune, Van Don District, shared: We completely agree with the policy of rearranging commune-level administrative units and establishing Van Don Special Economic Zone. This will create favorable conditions for infrastructure development, attracting investment, and improving people's lives. We expect Van Don Special Economic Zone to become a driving force for socio-economic development of the district and the entire Quang Ninh province.
That urgent and serious atmosphere spread to every level, every sector, every locality in the province. According to the Department of Home Affairs, out of nearly 357,000 voters representing households in the whole province participating in giving opinions, 99.53% agreed with the method of arranging commune-level administrative units and 98.99% agreed with the name of the new commune-level administrative unit. In particular, many localities had a very high rate of voter consensus, reflecting the sense of responsibility of the people as well as democracy in the implementation process. Typically: Tien Yen district had 99.9% of voters agreeing with the establishment of a new administrative unit and 99.43% agreeing with the new administrative name; Binh Lieu district had 99.79% of voters agreeing with the establishment of a new administrative unit and 99.55% agreeing with the name of the new administrative unit; Uong Bi City has 99.50% of voters agreeing with the establishment of a new administrative unit and 97.1% agreeing with the name...
Comrade Bui Thi Binh, Director of the Department of Home Affairs of Quang Ninh province, emphasized: The consultation of public opinions was carried out in accordance with the provisions of law, ensuring democracy and transparency. This is an important step in the process of implementing the resolutions of the Central and the province on the arrangement and reorganization of administrative units to streamline the apparatus, improve the effectiveness and efficiency of state management and meet the aspirations of the people. The results showed that the rate of people agreeing with the arrangement plan in many localities was almost absolute, clearly reflecting the high trust and consensus of the people in the major policies of the Party and the State. After completing the consultation of voters, the People's Committees at the commune and district levels held meetings to pass resolutions approving the policy of arranging administrative units at the commune level. The Department of Home Affairs continued to closely coordinate with departments, branches and localities to complete the Project dossier and submit it to competent authorities in accordance with regulations and the plan schedule.
The rearrangement of commune-level administrative units in Quang Ninh is not simply an administrative merger, but a strategic step to build a streamlined, effective and efficient apparatus; expand development space, mobilize and maximize local potential and strengths, towards building a government close to the people, serving the people better.
