The situation of crime and drug abuse in the country in general, and Quang Ninh province in particular, is still complicated, especially in border areas, remote areas, coastal areas and densely populated areas. Drug crimes are increasingly sophisticated, reckless, and closely linked between groups inside and outside the province. Faced with this situation, Quang Ninh clearly identifies that PCMT cannot rely solely on the police force, but needs to mobilize the entire political system and people to participate.
In recent times, many localities in the province have made positive changes in this work. A typical example is Van Don district, which is gradually becoming a bright spot in the movement to build "Drug-free communes and villages". Thanks to the strong direction from local Party committees and authorities and the synchronous participation of departments, branches and organizations, the district has effectively promoted the role of monitoring, propagating, detecting and handling violations right from the grassroots level. Communes such as Ha Long, Dong Xa, Doan Ket... have effectively deployed self-management groups and residential groups to prevent crime; thanks to that, the security and order situation has been maintained, and the rate of drug crimes has decreased significantly. From 2024 to present, the district police force has detected and handled dozens of drug-related cases, promptly preventing the risk of spreading social evils in the community.
The province has been vigorously implementing propaganda and dissemination activities on PCMT laws. In particular, propaganda work has been innovated, focusing on visual and vivid forms, such as dramatization, seminars, reality television, combined with social networks, targeting adolescents - a group at high risk of being drawn into social evils. Communication activities are widely organized in each residential area, school, and enterprise, contributing to raising awareness and PCMT skills for the people.
The police force of the whole province has stepped up professional measures: Strengthening patrols and controls at key routes and areas; strictly handling acts of buying, selling, storing and organizing illegal use of drugs. Investigation and destruction of drug dens are carried out regularly and resolutely. Most recently, in early June 2025, the Drug Crime Investigation Police Department (Provincial Police) discovered a group of young people organizing illegal use of drugs in Quang Ha town (Hai Ha district). The authorities have expanded the investigation, arrested drug suppliers in Cam Pha city, seized more than 23 grams of synthetic drugs and many important exhibits.
The province pays special attention to the management and support of addicts, drug rehabilitation and reintegration into the community. Localities such as Ha Long, Mong Cai, Cam Pha, Van Don... have developed plans to support addicts' reintegration, by organizing vocational training, creating jobs, providing psychological counseling and connecting with businesses. Some models have shown positive results, such as: "Accompanying after rehab", "Post-rehab people take control of their family's economy ", thereby helping them not relapse and become useful people to society.
The province has increased investment in infrastructure for drug rehabilitation facilities, and coordinated with the health sector in treating, monitoring, and evaluating the effectiveness of drug rehabilitation. The application of new drug rehabilitation methods, combining medicine and psychological support, is also encouraged.
With the strong and synchronous participation of the entire political system, the consensus of the people, and the remarkable initial results, Quang Ninh is confident of achieving the goal of having at least 50% of communes, wards, and towns "free of drugs" by 2025. This is not only the result of determination, but also the foundation for building a safe and sustainable living environment, promoting comprehensive socio-economic development.
