Quang Ninh is ready to operate a two-level local government model.

Up to now, localities of Quang Ninh province have completed the arrangement of the framework and personnel plans of communes and wards and reported to the Standing Committee of the Provincial Party Committee. The arrangement and assignment of civil servants at the new commune level is also associated with improving the quality of cadres and civil servants to increase the efficiency of the government apparatus, serving the people.

Up to this point, localities in Quang Ninh province have actively directed the management, storage of records, digitization of documents, inventory, control, preparation for final settlement of accounts, assets, and public projects to officially put into operation the 2-level local government from July 1.

Based on the merger from 171 to 54 administrative units, localities have consolidated budget estimates, paid policies and adjusted revenues and expenditures. Some large revenues such as land use fees (except for some special projects) will be decentralized to communes to increase initiative at the grassroots level. To date, all 171 old commune-level administrative units have completed budget settlement.

Along with that, Quang Ninh also ensures necessary conditions such as headquarters, working facilities, software, infrastructure for e-government, and public administration centers to operate the two-level government pilot mechanism from June 15.

Up to now, localities in the province have basically completed the arrangement and arrangement of headquarters and working facilities for new commune-level agencies. The whole province currently has 376 working headquarters at district and commune levels. Through review, after rearranging commune-level administrative units and abolishing the district level, 228 headquarters continue to be used, leaving 148 redundant headquarters.

The arrangement of the headquarters is carried out scientifically and reasonably, both meeting the working requirements of the staff, civil servants and public employees, and creating favorable conditions for people to come and handle administrative procedures.

Localities have also reviewed and prepared adequate machinery and equipment for work, on the principle of making the most of existing assets, ensuring efficiency, transparency and avoiding waste; upgrading or new investment is only carried out when really necessary.

For surplus assets, the province has developed a roadmap to 2027 and applied two main handling options: prioritizing conversion of functions to serveeducation , health, and public interests; transferring to units with the function of managing and exploiting local real estate for effective use, avoiding waste of public assets.

To effectively operate the two-level local government from July 1, the province and localities and units have organized in-depth guidance and training for commune-level officials, especially officials in charge of handling administrative procedures in communes after the rearrangement, helping them quickly adapt to the new operating method.

In particular, the Quang Ninh Provincial Party Committee organized training on task deployment for the Party Secretaries and Deputy Secretaries of commune, ward and special zone Party Committees to implement the 2-level local government model.

The Provincial Public Administration Service Center also organized a training conference to deploy a one-level Public Administration Service Center according to the two-level government management model for nearly 400 cadres, civil servants, public employees and workers of the Provincial Public Administration Service Center and 13 branches in localities, reception and result delivery departments of communes, wards and towns.

Organizing training courses to update and supplement knowledge for key staff at the commune level to ensure that the trial operation from June 15, 2025 will be implemented smoothly and methodically.

Along with that, Quang Ninh also organized a trial operation of Party agencies, state agencies, the Fatherland Front and commune-level organizations starting from June 15 to study, learn from experience, make timely and appropriate adjustments, and ensure smooth operation when officially put into operation from July 1.

Quang Ninh Provincial Party Committee also strengthened supervision and directed the Standing Committees of District, Town and City Party Committees to deploy the organization and apparatus arrangement, resolve complaints and petitions from the people, guide the removal of difficulties and problems, and inspect and urge localities in the process of trial operation of new administrative units to ensure progress and requirements.

At Cao Xanh ward, on the first day of trial operation, officials and civil servants quickly approached, mastered, and easily performed all steps on the Quang Ninh administrative procedure settlement system according to the 2-level government model.

This is a shared system for officials and civil servants in charge of handling administrative procedures at the Provincial Public Administration Service Center and 54 wards, communes, and special zones from July 1 according to the roadmap.

Compared to the administrative procedure settlement system according to the 3-level government model, this system has features of connection, communication, data synchronization, and administrative authority division that are clearly shown, intelligent, and easy to use.

Mr. Dam Van Dung, a civil servant of the Cao Xanh Ward People's Committee, said: "The administrative procedure settlement system according to the 2-level model is designed quite similar to the current system in use. With thorough training and coaching, we can carry out the steps very smoothly on the new system. In particular, this system is also integrated with many new features that have helped officers and civil servants shorten the settlement time, process documents quickly, and meet work requirements."

In order to effectively pilot the two-level administrative procedure settlement system, the Quang Ninh Provincial Public Administration Service Center presided over and coordinated with relevant units to survey the arrangement of headquarters and working equipment of communes, wards, and special zones, arrange transaction counters to receive and return results, how to use receipts, forms, store backlog records, etc., synthesize information on the list of staff assigned to manage and use them, and at the same time, review and synthesize 1,500 electronic forms, build interfaces, provide detailed content, and internal processes to handle more than 1,000 administrative procedures to update to the pilot system.

Director of Quang Ninh Provincial Public Administration Service Center Nguyen Hai Van said: “Actual inspection shows that on the first day of trial operation of the administrative procedure settlement system according to the 2-level model, the information infrastructure is smooth, staff can operate easily, and the facilities are well prepared. The activities of the Provincial Public Administration Service Center, branches and communes are stable, convenient, and do not affect the settlement of procedures for the people”.

The rearrangement of commune-level administrative units in Quang Ninh is not simply an administrative merger, but a strategic step to build a streamlined, effective and efficient apparatus; expand development space, mobilize and maximize local potential and strengths, towards building a government close to the people, serving the people better.

In particular, the province maintains the principles in personnel work to ensure strictness, democracy, objectivity, transparency, and compliance with Party and State regulations.

The assignment, appointment, arrangement and introduction of personnel are based on the structure, quantity, standards and conditions; in which, political qualities, ethics, lifestyle, leadership capacity, prestige are respected and promoted, especially having innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause and having specific results and work products; standards must not be lowered because of the structure; and local tendencies, "group interests", and negativity in the assignment, arrangement and introduction of cadres must be strictly avoided.

During the review process, the province prioritizes reviewing, mobilizing, assigning, and arranging comrades at the Party Committee level, members of the Standing Committee of the Party Committee, secretaries and deputy secretaries at the district level; leaders of departments, offices, and equivalents at the district level, and leaders at the commune level to ensure timely, uninterrupted, and effective operation of the political system at the commune level, and to serve the needs of the people and businesses well.
