Quang Tri proposes to increase onshore and offshore wind power capacity

Acting Chairman of the People's Committee of Quang Tri province, Ha Sy Dong, said: The locality has proposed that the Prime Minister direct ministries and branches to consider adding an additional 1,500 - 2,000 MW of onshore wind power and 2,600 - 4,000 MW of offshore wind power to the locality.

In addition, the province also proposed to the Prime Minister to convert the Quang Tri 1 BOT coal-fired thermal power plant (which has been stopped) into a power plant using liquefied natural gas (LNG).

The province currently has 31 planned wind power projects, mainly concentrated in the western mountainous region of Huong Hoa and Dakrong districts. By mid-December 2024, the province will have 20 wind power projects with a total capacity of over 740 MW in operation and commercial power generation, while the remaining 11 wind power projects with a total capacity of 424 MW are under implementation. The wind power projects under implementation are currently facing difficulties in the connection process and specialized agreements with the electricity industry, leading to slow progress.

The mountainous region in the west of Quang Tri province has favorable conditions for wind power generation with wind speeds reaching 6 - 8m/s, extensive mountainous terrain and a sparse population. It is estimated that 1 MW of wind power contributes to local revenue of 600 - 800 million VND/year.

In addition, onshore wind power also has little impact on the environment as 1 MW of wind power only uses 0.65 ha of land; of which, 0.35 ha is permanent land, the remaining 0.3 ha is temporary. The sea and island areas of Quang Tri are also favorable for investment in building wind power plants. Recently, many investors have come to Quang Tri province to survey and propose investment in offshore wind power projects on Con Co island and the sea area of Hai Lang district.

The Quang Tri 1 BOT Coal-fired Thermal Power Plant Project invested by Thai Power International Company has a capacity of 1,320 MW, a total investment of over VND55,000 billion, and started construction in 2019 in Hai Khe Commune, Hai Lang District, in the Southeast Quang Tri Economic Zone. After starting construction, this project encountered many difficulties, so it was stopped in 2024.

Therefore, the province proposed the Prime Minister to convert the Quang Tri 1 BOT Coal Power Plant Project (project) into a power plant using LNG gas. If the project is converted into a gas power plant, it will contribute to environmental protection; at the same time, it will continue to use the invested infrastructure, especially the Hai Khe Commune Resettlement Area with an investment capital of over 250 billion VND to serve the resettlement to implement the project, thereby avoiding wasting resources.

Attracting investment in wind power, solar power and gas power is a top priority of Quang Tri, aiming to turn the province into a regional energy center in the Central region by 2030 with a total capacity of about 9,000 - 10,000 MW.
