Today (June 10), continuing the 5th Session, the National Assembly discussed in groups the draft Law on Citizen Identification (amended).

Previously, in the meeting on June 2, the National Assembly heard the Government 's presentation and the verification report of the National Assembly's Committee on National Defense and Security on the draft Law.
Minister of Public Security To Lam said that the draft Law has added an Article on identity certificates and management of people of Vietnamese origin; regulating the issuance of identity certificates to these people.
At the same time, amend and supplement the content shown on the citizen identification card in the direction of removing fingerprints; amend the regulations on information on the identity card number, the words "citizen identification card", hometown, permanent residence, signature of the card issuer to personal identification number, the words "identity card", place of birth registration, place of residence...
According to the Minister, the above changes and improvements are to create more convenience for people in the process of using ID cards, limit the need to issue new ID cards and ensure people's privacy.
Citizens' basic identity information will be stored, exploited, and used through the electronic chip on the identity card.
Issued citizen identification cards are still valid and are not affected by this regulation.
Regarding people who are granted ID cards, the draft Law supplements regulations on management and issuance of ID cards to people under 14 years old and issuance of ID certificates to people of Vietnamese origin to ensure their legitimate rights and interests and serve state management work.
However, card issuance for people under 14 years old will be done according to demand, while for people 14 years old and above it is mandatory.
The draft Law on Citizen Identification (amended) consists of 7 Chapters and 46 Articles, stipulating the scope of regulation, subjects of application of the law; content shown on the ID card, people granted ID cards, validity of ID cards; age for changing ID cards; electronic ID, electronic identity of Vietnamese citizens; responsibility for state management of ID cards... |
Also today, the National Assembly will discuss in groups the draft Law on Telecommunications (amended) and hold a plenary session in the hall to give opinions on the draft Law on Credit Institutions (amended).
