On the afternoon of February 6, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly.
At the same time, give opinions on the draft resolution of the National Assembly on the organizational structure of the National Assembly's specialized agencies.

Chairman of the Law Committee Hoang Thanh Tung briefly presented the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly.
Regarding the number, organizational structure and method of regulating the National Assembly's specialized agencies, Mr. Tung said that the majority of opinions agreed with the drafting of the National Assembly's resolution on the organizational structure of the National Assembly's specialized agencies.
Accordingly, after the arrangement, the number of specialized agencies of the National Assembly includes the Ethnic Council and 7 committees. In addition, there is also the National Assembly Office.
It is expected that according to the following plan, the specialized agencies of the National Assembly will be arranged to include the Council of Nationalities; the Committee on Law and Justice; the Committee on Economy and Finance; and the Committee on Culture and Society.
Committee on National Defense, Security and Foreign Affairs; Committee on Science, Technology and Environment; Committee on People's Aspirations and Supervision; Committee on Delegation Work.
It is expected that after the reorganization, the National Assembly agencies will have 4 fewer committees than at present due to the merger. At the same time, 2 committees of the National Assembly Standing Committee will be upgraded to become National Assembly committees.
Thus, if calculated in total, the National Assembly will reduce 2 committees after the arrangement and streamlining.
Mr. Tung said there were suggestions to continue to clearly stipulate in the Law on Organization of the National Assembly the number and names of the National Assembly's committees to ensure the legal status of the agencies. The phrase "agency of the National Assembly" should be used instead of the phrase "specialized agency of the National Assembly".
The drafting committee finds that in the context of reorganizing the state apparatus and requiring innovation in legislative thinking, it is appropriate not to rigidly stipulate the number and names of the National Assembly's agencies in the law.
This facilitates the continued implementation of arrangements, adjustments, and ensuring harmony in organizational structure with the functions, tasks, and powers of agencies; this issue has also been approved by the Politburo when giving opinions on draft laws on organizational apparatus.
The use of the phrase "specialized agencies of the National Assembly" is consistent with the functions and nature of the activities of these agencies.
Commenting on this content, Vice Chairman of the National Assembly Tran Quang Phuong suggested that careful research is needed, because the agencies aim to perform highly specialized work, but this does not mean that these agencies are "specialized agencies" of the National Assembly.
National Assembly Chairman Tran Thanh Man also said that the word "expertise" should not be used, but of course these agencies must have expertise to be able to carry out their tasks.

Details of the proposed structure of the National Assembly agencies
The draft law stipulates that the Nationalities Council and the National Assembly's committees are specialized agencies of the National Assembly, established by decision of the National Assembly based on the proposal of the National Assembly Standing Committee.
The Council of Nationalities and the committees shall perform the regular functions prescribed by this law, be responsible and report on their work to the National Assembly; during the time the National Assembly is not in session, they shall report on their work to the Standing Committee of the National Assembly.
The Council of Nationalities consists of a chairman, vice chairmen and members. The National Assembly Committee consists of a chairman, vice chairmen and members.
The Chairman of the Nationalities Council and the Chairman of the National Assembly's Committees are elected by the National Assembly. The Vice Chairmen and members of the Nationalities Council; the Vice Chairmen and members of the Committees are approved by the National Assembly Standing Committee.
Regarding the Office of the National Assembly, the bill stipulates that it is an administrative agency, providing general advice, serving the National Assembly, the Standing Committee of the National Assembly, and National Assembly deputies. It coordinates and serves the activities of the Council of Nationalities and the committees of the National Assembly.
The Secretary General of the National Assembly - Head of the Office of the National Assembly is the head of the Office of the National Assembly, responsible to the National Assembly and the Standing Committee of the National Assembly for the activities of the Office of the National Assembly.
The Secretary General of the National Assembly - Head of the Office of the National Assembly is also the spokesperson of the National Assembly and the Standing Committee of the National Assembly.
Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed to keep the term "National Assembly agency" as in current law.
The Standing Committee of the National Assembly agrees with the principles and contents of the division of authority of the council and committee as in the draft resolution.
According to Mr. Dinh, the draft law, 3 draft resolutions and accompanying documents are qualified to be submitted to the National Assembly and the National Assembly Standing Committee for consideration and decision.
