The National Assembly discussed in groups the socio-economic report.

On the morning of May 25, the National Assembly will discuss in groups the socio -economic report, before listening to the Submission and the Report on the examination of the draft Law on Water Resources (amended) and discussing the draft Law on Cooperatives (amended) in the meeting hall in the afternoon.

According to the working program of the 5th Session, this morning (May 25), the National Assembly will conduct the first group discussion session in the Session program on the following contents: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023; thrift practice and waste prevention in 2022; approval of the state budget settlement in 2021.

National Assembly deputies also discussed the adjustment of the investment policy for the Ka Pet Reservoir Project in Ham Thuan Nam District, Binh Thuan Province; the decision on the investment policy for the Road Project from National Highway 27C to DT.656 Road in Khanh Hoa Province connecting with Lam Dong and Ninh Thuan ; the assignment of the list and capital level for tasks and projects under the Socio-Economic Recovery and Development Program; the assignment, adjustment and supplementation of the medium-term public investment plan for the central budget for the 2021-2025 period and the allocation of the central budget investment plan for 2023 of the national target program; the continued implementation of the policy of reducing value-added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022; the investment policy to supplement the charter capital for the Vietnam Bank for Agriculture and Rural Development.

Previously, at the opening session of the 5th Session, authorized by the Prime Minister, Deputy Prime Minister Le Minh Khai presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023.

According to the report, in a very difficult context, we still achieved the goal of stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances of the economy; achieving and exceeding 13/15 planned targets.

Many indicators are better than those reported to the National Assembly, such as: GDP in 2022 increased by 8.02% (reported as 8%); Average CPI increased by 3.15% (reported as about 4%); State budget revenue reached 1,815.5 trillion VND, higher than the reported figure of 201.4 trillion VND (up 12.5%), promptly and fully meeting development investment expenditure tasks, implementing social security policies, salary reform and other urgent tasks.

However, there are still limitations and difficulties pointed out, including two targets that have not met the plan. Disbursement of public investment capital and implementation of a number of policies under the Socio-Economic Recovery and Development Program and 3 National Target Programs have not met requirements.

Many businesses face difficulties in mobilizing and accessing capital, production and business costs increase, and export product markets are narrowed.

In the first months of 2023, the macro economy is basically stable, inflation is controlled, growth is promoted, and major balances are ensured.

As planned, National Assembly deputies will continue to discuss this content in groups, before listening to the Submission and the Report on the review of the draft Law on Water Resources (amended) in the hall this afternoon.

Next, after listening to the Chairman of the National Assembly's Economic Committee Vu Hong Thanh present the Report on explanation, acceptance and revision of the draft Law on Cooperatives (amended), the National Assembly discussed this Law project. The submitting agency and the agency in charge of the review will coordinate to explain and clarify a number of issues raised by National Assembly deputies.
