Kinhtedothi - Prime Minister Pham Minh Chinh - Head of the Steering Committee for Waste Prevention and Control has just signed Decision No. 145/QD-BCĐ promulgating the Regulation on organization and operation of this Steering Committee.
Working principle
The Regulations clearly state that the Head of the Steering Committee, Deputy Heads and members of the Steering Committee work part-time.
Promote the responsibility of the Head of the Steering Committee on the basis of democratic and collective discussion and implementation according to the conclusions of the Head of the Steering Committee. The Deputy Head of the Steering Committee decides on issues according to the assignment and authorization of the Head of the Steering Committee.
The Head of the Steering Committee shall chair regular meetings and convene extraordinary meetings when necessary. The Head of the Steering Committee may authorize the Deputy Head of the Steering Committee to chair meetings to discuss and decide on specific issues within the duties of the Steering Committee.
According to the Regulations, members of the Steering Committee are responsible for attending all meetings of the Steering Committee. In case they are unable to attend a meeting due to other important work, they must report to the Head of the Steering Committee and authorize a representative to attend the meeting; the opinions of the meeting attendees are the official opinions of the Steering Committee members.
The Head of the Steering Committee assigns tasks to each member of the Steering Committee.
Working mode, information and reporting
According to the Regulations, the Steering Committee is responsible for developing the Steering Committee's annual work plan and assigning specific tasks to members for implementation.
The Steering Committee meets regularly twice a year (six-month review and year-end summary) and holds extraordinary meetings at the request of the Head of the Steering Committee. Steering Committee meetings are convened by the Head of the Steering Committee or Deputy Head of the Steering Committee (when authorized by the Head of the Steering Committee).
Depending on the requirements and content of the meeting, the Head of the Steering Committee may convene a meeting with appropriate members or invite additional delegates not belonging to the Steering Committee (relevant agencies, People's Committees of provinces and centrally run cities, corporations, enterprises, individuals).
The Regulations clearly state that the conclusions of the Head of the Steering Committee or Deputy Head of the Steering Committee (authorized at meetings) are expressed in a notice from the Government Office .
Steering Committee members report to the Head of the Steering Committee on the implementation of assigned tasks or make ad hoc reports as requested by the Head of the Steering Committee, and proactively report on issues arising during the implementation of tasks. Reports from Steering Committee members are sent to the Head of the Steering Committee and the Standing Agency for monitoring and general synthesis.
The Steering Committee's support team is responsible for preparing documents for the Steering Committee's meetings; developing reports on the implementation of the National Strategy on Waste Prevention and Control and other contents as required by the Head of the Steering Committee.
Responsibilities of the Standing Body of the Steering Committee
The Regulation clearly states that the Ministry of Finance is the Standing Body of the Steering Committee; responsible for advising, assisting, and serving the activities of the Steering Committee, specifically:
Assist the Steering Committee and Head of the Steering Committee in coordinating, handling and resolving issues in the process of directing the implementation of tasks; manage the regular work of the Steering Committee.
The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to synthesize and propose the Steering Committee's action plan and solutions to effectively implement waste prevention and control work.
The Ministry of Finance is responsible for monitoring and urging the implementation of this Regulation. In case of need to supplement or amend the Regulation, based on the proposals of the members of the Steering Committee, the Deputy Heads of the Steering Committee shall report to the Head of the Steering Committee for consideration and decision. At the same time, perform other tasks assigned by the Steering Committee and the Head of the Steering Committee.
On December 17, 2024, Prime Minister Pham Minh Chinh signed Decision No. 1579/QD-TTg to establish the Steering Committee for Waste Prevention and Control. Prime Minister Pham Minh Chinh is the Head of the Steering Committee.
The Steering Committee is an interdisciplinary coordination organization, whose function is to assist the Prime Minister in researching, directing, and coordinating the resolution of important, interdisciplinary tasks related to waste prevention and combat.
The Steering Committee is responsible for assisting the Prime Minister in researching, advising, recommending, and proposing directions and solutions to solve important, inter-sectoral issues related to the implementation of the National Strategy on Waste Prevention and Control, the Government's Overall Program on practicing thrift, combating waste, and implementing other important tasks and solutions in preventing and combating waste of economic resources.
Assist the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies and relevant organizations in resolving important, inter-sectoral issues to implement the National Strategy on Waste Prevention and Control, the Government's Overall Program on practicing thrift and combating waste, and implementing other important tasks and solutions in preventing and combating waste of economic resources.
