The investment project to build the Ring Road 4 - Hanoi Capital Region has a total length of more than 112.8km, of which 58.2km passes through Hanoi, and is identified as one of the key national traffic projects. Not only playing a strategic role in inter-regional connectivity, the route also opens up land funds along both sides, promising to create a strong "push" for urban and economic development.

According to preliminary statistics, the land fund adjacent to the route in 8 districts of Hanoi has an area of ​​about 18,450 hectares. Of which, the area that can be exploited for urban development is up to 8,725 hectares. However, without synchronous planning, the land fund along both sides of the route can become "lowlands", easily falling into a state of spontaneous, fragmented development or being wasted.

Architect Tran Huy Anh, Standing Member of the Hanoi Architects Association, emphasized that the land fund around Ring Road 4 - Capital Region should be seen as a strategic resource, not just to create capital for short-term traffic infrastructure projects. It is expected that Hanoi will exploit about 8,725 hectares of urban land to earn 140,000 billion VND (equivalent to 5.4 billion USD) and this number will fluctuate when the project comes into operation.

The valuation of land in the vicinity needs to be supported by modern technology to ensure publicity, transparency and avoid loss. This land fund needs to be identified as a strategic reserve for the future of the capital, serving the needs of innovation, urban railways, river bridges, etc.

Hanoi needs to think holistically, put long-term benefits first, link spatial planning with sustainable development strategy; land allocation ratio for purposes: urban, services, trees, technical infrastructure needs to be carefully calculated, flexible according to development stages...
