Ministry of Industry and Trade regulates technical safety training in mineral exploitation
The Circular clearly states regulations on technical safety training in mineral exploitation. Specifically:
Mining Safety Trainer
Trainers for those working in underground mineral mines must have a university degree or higher in one of the following technical majors: mining engineering, mine construction, mine electromechanics, have at least 05 years of experience as underground mine technical management, have 03 years or more of practical experience working in underground workshops, or have 05 consecutive years or more of experience in state management of safety techniques in mineral exploitation; have knowledge of the law on mineral exploitation.
Trainers for those working at open-pit mines must have a university degree or higher in one of the following technical majors: mining engineering, mine construction, mine electromechanics, have at least 03 years of experience as a technical manager of open-pit or underground mines for mines using industrial explosives, have 02 years or more of practical experience working on safety techniques in mineral exploitation, or have 03 years or more of experience in state management of safety techniques in mineral exploitation; have knowledge of the law on mineral exploitation.
Training form
First training: Training time 12 (twelve) hours.
Periodic training: Training time is half (1/2) of the initial training time.
Retraining: Retraining is conducted when the test results do not meet the requirements; the work has been stopped for 01 year or more or is related to changes in mineral exploitation methods without being granted a safety technical training certificate; when the safety technical training certificate expires. The retraining time is half of the initial training time.
Mineral exploitation organization
For open-pit mines: Develop training materials based on the content of technical safety training on mineral exploitation; select trainers in accordance with the above regulations; organize training; manage and monitor technical safety training on mineral exploitation at the enterprise.
For underground mineral mines: Develop training materials according to the content of technical safety training on mineral exploitation; select trainers in accordance with the above regulations; organize training; manage and monitor technical safety training on mineral exploitation at the enterprise; request the People's Committee of the province where the mineral mine is located to inspect and issue technical safety training certificates to those who have been trained and met the requirements.
Technical training content on safety in mineral exploitation
For mine managers and mine safety technicians: Legal regulations on safety techniques in mineral exploitation; safety requirements during work in mines; preparation and approval of risk management plans during mineral exploitation; regulations on safety when organizing production in mines; safety in mine power supply; safety in mine transportation; calculation of mine drainage and flood prevention; preparation of drill plans for responding to incidents in mineral exploitation.
For department heads and supervisors: Legal regulations on safety in mineral exploitation; safety requirements during work in mines; identification of risks, dangerous factors and response measures during mineral exploitation; incident response situations in mineral exploitation; human resource arrangement to organize production in workshops; safety of mine air, drainage, prevention of water bursts; methods and procedures for supplying and regulating air flow in mines; safety in mining and mine pressure control; safety in electromechanical work - mine transportation; making a passport for construction works in mines.
Standards for management and production management positions in mineral exploitation
The Circular also stipulates standards for management and production management positions in mineral exploitation. Specifically:
Mine safety technical officer: For underground mines: Must have a university degree or higher in the technical field of mining engineering, mine construction, mine electromechanics, with at least 03 years of experience in work related to underground mining. For open pit mines: Must have a university degree or higher in the technical field of mining engineering, mine construction, mine electromechanics, mine geology, with at least 02 years of experience in work related to mining for mines using industrial explosives.
Head of Department: Must have a university degree or higher in a technical field appropriate to the assigned functions and tasks.
Manager: For underground mines: Must have a college degree or higher in the technical field of mining engineering, mine construction, mine electromechanics, and at least 02 years of experience in work related to underground mining. For open pit mines: Must have a college degree or higher in the technical field of mining engineering, mine construction, mine electromechanics, and at least 02 years of experience in work related to mining for mines using industrial explosives.
Shift leader: For underground mines: Must have intermediate or higher qualifications in the technical fields of mining engineering, mine construction, mine electromechanics, and at least 01 year of experience in work related to underground mining. For open pit mines: Must have intermediate or higher qualifications in the technical fields of mining engineering, mine construction, mine electromechanics, and at least 01 year of experience in work related to mining.
