New regulations on fees for granting Real Estate Brokerage Practice Certificate

On November 18, the Ministry of Finance issued a Circular regulating the collection rates, collection and payment regime for fees for granting Real Estate Brokerage Practice Certificates. The Circular applies to fee payers; agencies authorized to grant and re-grant certificates; and relevant organizations and individuals.

According to the Circular, the fee payer is an individual who carries out the procedures for granting a new or re-granting a Real Estate Brokerage Practice Certificate in accordance with the provisions of law on real estate business.

The competent state agency that issues and reissues certificates is the unit that collects fees according to regulations. The fee for the issuance of a new Real Estate Brokerage Practice Certificate is 300,000 VND/certificate; the reissuance of a Real Estate Brokerage Practice Certificate is 200,000 VND/certificate. In addition, in case of reissuance due to the fault of the state agency or due to a change in administrative boundaries according to the decision of the competent authority, the person completing the procedure does not have to pay the fee.

Regarding the form of payment, the fee payer can pay non-cash into the specialized collection account of the fee collection organization; pay through the account of the agency performing online public services under the one-stop mechanism; or pay directly in cash. In addition, in case the intermediary unit receives the money, it must transfer the entire amount to the specialized collection account or pay the budget within 24 hours from the time of receiving the fee.

The Circular also stipulates that fee collection organizations are responsible for paying 100% of the collected amount (including interest, if any) to the state budget according to the current budget table. At the same time, the cost of fee collection is arranged in the budget estimate according to current regulations, the declaration, collection and payment of fees must comply with the law on tax management.

The Circular takes effect from November 20, 2025.
