New regulations on standards and norms for car use

This Decree stipulates standards and norms for car use; car usage budget; car rental services and rearrangement and handling of cars, including: Cars for official positions; cars for general work; specialized cars; cars for state reception.

In case a person holds multiple titles or positions with standards for using a car, the highest standard shall be applied. When the predecessor retires, transfers to another job or for other reasons no longer holds that position but the equipped car does not meet the conditions for replacement or liquidation according to regulations, the successor shall continue to use it and shall not equip a new one, except in cases where the car is decided by a competent authority or person to be disposed of according to the provisions of law on management and use of public assets.

Positions that are allowed to regularly use a car, even after retirement, without a specified price include: General Secretary; President; Prime Minister; Chairman of the National Assembly.

Position is entitled to regular use of a car during working time, no price specified:

Standing member of the Secretariat; Member of the Politburo; Member of the Secretariat; Chairman of the Central Committee of the Vietnam Fatherland Front; Chief Justice of the Supreme People's Court; Chief Prosecutor of the Supreme People's Procuracy; Vice President; Deputy Prime Minister; Vice Chairman of the National Assembly.

The position is entitled to regular use of a car during working hours, with specified prices:

Positions that are regularly used for a car during their working time with a maximum purchase price of VND 1,600 million/car include: Official members of the Party Central Committee; Heads of Party agencies and departments at the Central level; Director of the Ho Chi Minh National Academy of Politics; Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine; Members of the Standing Committee of the National Assembly (Secretary General, Head of the Office of the National Assembly; Chairman of the Ethnic Council, Chairmen of the Committees of the National Assembly; Head of the Delegation Affairs Committee, Head of the Petition Committee of the National Assembly Standing Committee).

Positions that are regularly allowed to use a car during their working time with a maximum purchase price of VND 1,550 million/car include: Ministers and Heads of ministerial-level agencies; Head of the Office of the President; State Auditor General; Heads of central political and social organizations whose operating costs are guaranteed by the state budget; Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front; Secretary of Provincial Party Committees, City Party Committees, Party Committees of Central Blocs; Deputy Secretary of Hanoi Party Committee, Deputy Secretary of Ho Chi Minh City Party Committee; Chairman of the People's Council, Chairman of the People's Committee of Hanoi and Ho Chi Minh City; Deputy Head of the Central Inspection Commission.

Positions that are allowed to regularly use a car during their working time with a maximum purchase price of VND 1,500 million/car include: President of the Vietnam Academy of Social Sciences; President of the Vietnam Academy of Science and Technology; Chairman of the State Capital Management Committee at Enterprises; General Director of Vietnam News Agency, General Director of the Voice of Vietnam, General Director of Vietnam Television.

The position is entitled to use a car to pick up and drop off from home to work and vice versa and for business trips, with a set price.

The Decree also stipulates the positions that are allowed to use cars to pick up and drop off from their residence to their office and vice versa and for business trips, with specified prices (*) .

Specifically, the title is allowed to use a car with a maximum purchase price of 1,400 million VND/car, including:

Deputy Head of the Central Party Committee; Deputy Director of the Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine; Deputy Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Chairman of the Nationality Council; Deputy Chairmen of the National Assembly Committees; Deputy Head of the National Assembly Office; Deputy Chief Justice of the Supreme People's Court, Deputy Chief Prosecutor of the Supreme People's Procuracy.

Deputy Ministers, Deputy Heads of ministerial-level agencies; Deputy Heads of the Office of the President; Deputy State Auditor General; Deputy Heads of central socio-political organizations whose operating costs are guaranteed by the state budget; Standing Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Deputy Secretary of Provincial Party Committees, City Party Committees, Party Committees of centrally-affiliated blocs; Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally-affiliated cities (except Hanoi and Ho Chi Minh City); Members of the Central Inspection Committee; Director of the National Political Publishing House Truth; Chairmen of mass organizations assigned tasks by the Party and State at the central level (for organizations with party delegations); Assistants to key leaders of the Party and State ; Permanent Assistant to the Secretariat.

Director of the Institute for Legislative Studies under the Standing Committee of the National Assembly; Director of Hanoi National University, Director of Ho Chi Minh City National University; General Director of Vietnam Social Security; Head of the Ho Chi Minh Mausoleum Management Board; Chairman of the National Financial Supervision Committee; Vice Chairman of the State Capital Management Committee at Enterprises; Judge of the Supreme People's Court, Prosecutor of the Supreme People's Procuracy.

Positions are allowed to use cars with a maximum purchase price of 1,250 million VND/car, including:

General Director, Deputy Head of the Delegation Affairs Committee, Deputy Head of the Petition Committee of the National Assembly Standing Committee; Vice President of the Vietnam Academy of Social Sciences; Vice President of the Vietnam Academy of Science and Technology; Deputy General Director of Vietnam News Agency; Deputy General Director of the Voice of Vietnam; Deputy General Director of Vietnam Television; Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Standing Member of the Ethnic Council, Standing Member of the National Assembly Committees; Member of the Standing Committee of the Hanoi Party Committee, Ho Chi Minh City Party Committee; Standing Member of the Central Internal Political Protection Subcommittee; Head of the National Assembly delegation of provinces and centrally run cities; Chairman of the Board of Members, Chairman of the Board of Directors, General Director of corporations and general companies established by decision of the Prime Minister (hereinafter referred to as economic groups).

Vice Chairman of the People's Council, Vice Chairman of the People's Committee of Hanoi and Ho Chi Minh City; Member of the Editorial Board of Nhan Dan Newspaper; Member of the Editorial Board of Communist Magazine; Deputy Head of the specialized committee or full-time member of the steering committees at the Central level; Deputy Head of the specialized committee or full-time member of the steering committees headed by the Prime Minister or Deputy Prime Minister; Assistant to senior leaders of the Party and State.

Editor-in-Chief of the Communist Party of Vietnam Electronic Newspaper; Editor-in-Chief of the People's Deputies Newspaper; Director of the National Assembly Television; Director-in-Chief of the Government Electronic Information Portal; Deputy Director of Hanoi National University, Deputy Director of Ho Chi Minh City National University; Deputy General Director of Vietnam Social Security; Deputy Chief of Office of the Government Party Committee, Deputy Chief of Office of the National Assembly Party Delegation; Deputy Secretary in charge of Party affairs at the Party Committees: Central Party Office, Government Office, National Assembly Office, Ministry of Foreign Affairs, Ho Chi Minh National Academy of Politics.

In case the positions specified in ^(*) above voluntarily receive the contracted budget for car use, the Minister, Head of the central agency, Provincial People's Committee, Board of Members, Board of Directors of the economic group shall, based on the actual situation of the agency, organization, unit, economic group, the contracted plan and the number of positions receiving the contracted budget, consider and decide on the contracted budget and the number of cars equipped, ensuring savings and efficiency between the arrangement of cars for work and the contracted budget for car use. The contracted budget for car use shall be implemented according to the provisions of Article 21 of this Decree.

In case all positions specified in ^(*) above of each ministry, central agency, general department, province, centrally-run city, economic group apply the car usage allowance for the entire process, cars will not be provided for the position.
