Regulations on the List of positions, title groups, and leadership positions of the political system

(Chinhphu.vn) – On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 368-QD/TW on the List of positions, groups of positions, and leadership positions of the political system. Issued together with the Regulation is the List of positions, groups of positions, and leadership positions of the political system.

This regulation takes effect from the date of signing (September 8, 2025), replacing Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo on the list of titles, leadership positions and equivalent positions of the political system from the Central to grassroots levels.

Accordingly, Regulation No. 368 stipulates the scope, objects, purposes, requirements, viewpoints, principles and contents of promulgating the List of positions, title groups, and leadership positions of the political system. This regulation applies to Party committees, Party organizations, agencies, units and leaders, civil servants and public employees in the political system.

Basis for synchronous and unified implementation of personnel work and management of staff

The regulations are issued to determine the positions, groups of positions, and leadership positions of the political system, as a basis for synchronous and unified implementation of personnel work and management of staff; and as an important basis for considering salary and allowances for leaders and managers in the political system.

Serve as a basis for Party committees, Party organizations, agencies and units directly under the Central Government to specify and build a list of positions, title groups and leadership positions under their management authority.

Ensuring the requirements for building a streamlined political system that operates efficiently, effectively, and effectively; unity, comprehensiveness, synchronization, and connectivity between titles and positions in the political system; and conformity with the standards for titles, positions, and job positions of each agency, locality, and unit. Identifying the positions of each locality, agency, and unit in the political system.

Ensure scientific , practical, fair, transparent, objective, easy to implement and stable succession; proceed cautiously and thoroughly. Review and adjust some unreasonable titles and positions. Overcome limitations and shortcomings in personnel work.

Ensure the principle of democratic centralism and collective decision-making.

Article 3 of the Regulation clearly states: Ensure strict implementation of the Party's guidelines, policies, and viewpoints, the State's policies and laws, especially the principles of democratic centralism and collective decision-making; fully promote personal responsibility, first of all as the leader in personnel work and personnel management.

The arrangement of leadership positions and titles must follow the principle that the immediate superiors and leaders are arranged in groups, and the immediate subordinates and deputies are arranged in corresponding groups and levels according to the position level. Only consider and arrange to include in the List of full-time leadership positions and titles, not to arrange concurrent positions. If a person holds many positions, the highest position is used to determine the job position.

Titles and positions are determined to be equivalent when they are ranked in the same group, same level, same allowance coefficient, same management object. For titles and positions under the management of the Politburo and Secretariat, in addition to this Regulation, other regulations of the Central Committee shall also be implemented. Special cases shall be considered and decided by competent authorities.

Supplementing the Standing Secretariat with key leaders of the Party and State

Issued with the Decision is the List of positions, title groups, and leadership positions of the political system, including the following 4 Groups:

Group I: Key leadership positions and senior leaders of the Party and State.

Group II: Leadership positions and titles under the management of the Politburo.

Group III: Leadership positions and titles under the management of the Secretariat.

Group IV: Framework of titles and leadership positions under the management of Party committees, Party organizations, and agency and unit leaders.

Accordingly, Group I stipulates: Key leaders of the Party and State include: General Secretary; President; Prime Minister; Chairman of the National Assembly; Standing member of the Secretariat.

Thus, compared with Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo, the position of Standing Member of the Secretariat is added.

Senior leaders of the Party, State, and Vietnam Fatherland Front include: Politburo member; Secretariat member; Chairman of the Central Committee of the Vietnam Fatherland Front; Chairman of the Central Inspection Committee, head of the Party Central Committee, Chief of the Party Central Office; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy.

The new point compared to Conclusion 35 is the addition of the positions of Chairman of the Central Inspection Committee, Head of the Central Party Committee, Chief of the Central Party Office; Director of the Ho Chi Minh National Academy of Politics.

Group II: Leadership positions and titles under the management of the Politburo, including the following 2 levels:

Level 1 includes:

- Official Party Central Committee member (Alternate Party Central Committee member currently holding a position, has a determined rank and enjoys regimes and policies according to the current working position).

- Deputy Head of the Central Inspection Commission, Deputy Head of the Central Party Committee, Deputy Chief of the Central Party Office (member of the Central Party Committee).

- Member of the Standing Committee of the National Assembly (Secretary General, Head of the Office of the National Assembly; Chairman of the Council of Nationalities, Chairmen of the Committees of the National Assembly), State Auditor General.

- Ministers and Heads of ministerial-level agencies, Head of the Office of the President.

- Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Committee of the Vietnam Fatherland Front is the head of the central socio-political organization

- Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine.

- Provincial and municipal party secretaries.

- Deputy Secretary of the Party Committee of 4 Party Committees directly under the Central Committee (Central Party agencies; Government; National Assembly; Fatherland Front, Central mass organizations); Deputy Secretary of the Hanoi Party Committee, Ho Chi Minh City Party Committee (member of the Central Party Committee).

- Chairman of People's Council, Chairman of People's Committee of Hanoi city, Ho Chi Minh city.

Level 2 includes:

- Deputy Head of the Central Inspection Commission (not a member of the Party Central Committee).

- President of Vietnam Academy of Social Sciences, President of Vietnam Academy of Science and Technology.

- General Director of Vietnam News Agency, General Director of Voice of Vietnam, General Director of Vietnam Television.

Group III: Leadership positions and titles under the management of the Secretariat, including 3 levels.

Level 1 has:

- Deputy Head of the Central Party Committee (not a member of the Central Party Committee).

- Deputy Director of Ho Chi Minh National Academy of Politics.

- Deputy Chief Justice of the Supreme People's Court, Deputy Chief Prosecutor of the Supreme People's Procuracy, Deputy Head of the Office of the President.

- Member of the Central Inspection Commission.

- Vice Chairman of the Nationalities Council, Vice Chairman of the National Assembly Committees, Vice Chairman of the National Assembly Office, Deputy State Auditor General.

- Deputy Minister, Deputy Head of ministerial-level agency.

- Deputy Editor-in-Chief of Nhan Dan Newspaper, Deputy Editor-in-Chief of Communist Magazine.

- Vice Chairman of the Central Committee of the Vietnam Fatherland Front.

- Deputy Head of Central socio-political organizations (Vietnam General Confederation of Labor, Vietnam Women's Union, Vietnam Farmers' Union, Vietnam Veterans' Association).

- Deputy Secretary of Provincial and Municipal Party Committee; Chairman of People's Council, Chairman of Provincial and Municipal People's Committee.

- Full-time Deputy Secretary of 4 Party Committees directly under the Central Committee (Central Party agencies; Government; National Assembly; Fatherland Front, Central mass organizations).

- Chairmen of mass organizations assigned by the Party and State at the Central level, including: Vietnam Federation of Commerce and Industry, Vietnam Union of Science and Technology Associations, Vietnam Union of Literature and Arts Associations, Vietnam Union of Friendship Organizations, Vietnam Cooperative Alliance, Vietnam Journalists Association, Vietnam Writers Association, Vietnam Red Cross Society, Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Association of the Elderly.

- Director - Editor-in-Chief of the National Political Publishing House Truth.

- Director of Hanoi National University, Director of Ho Chi Minh City National University.

- Assistant to key leaders of the Party and State.

- Vice Chairman of the Central Theoretical Council.

Level 2 includes:

- Head of the National Assembly delegation of the province or city.

-Judge of the Supreme People's Court, Prosecutor of the Supreme People's Procuracy.

- Assistant to members of the Politburo and Secretariat.

Level 3 includes:

- Assistants to comrades: Chairman of the Central Committee of the Vietnam Fatherland Front; heads of central party agencies and departments; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly; Chief Justice of the Supreme People's Court; Chief Prosecutor of the Supreme People's Procuracy (not a member of the Politburo or Secretariat).

- Permanent Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.

Group IV stipulates the framework of titles and leadership positions belonging to Party committees, Party organizations, leaders of agencies, management units...

Regarding implementation, Article 5 of Regulation 368 clearly states: Based on the Politburo's Regulations and related regulations, the Standing Committees of Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee shall review, promptly adjust, and supplement titles and positions according to management decentralization; amend and perfect the system of related documents, ensuring compliance with Central regulations.

For titles and positions of lower ranks than those specified in the List, Party committees, Party organizations, agencies and units shall continue to specify them according to their authority, ensuring compliance with principles, consistency and unity with Central regulations; and in accordance with the actual situation in localities, agencies and units.

The Government Party Committee directs the Government to base on the functions, tasks, nature, characteristics, scale, and types of public service units to specify and promulgate a regulatory framework as a basis for localities, agencies, and units to specify according to their authority in accordance with practical situations, ensuring consistency and unity with the Central regulations.

The Central Military Commission and the Central Public Security Party Committee direct the development of a list of leadership, management and command positions and titles in the People's Army and the People's Public Security to ensure that they meet the requirements and tasks of the armed forces; and are consistent and consistent with leadership positions and titles in the political system.

The Central Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor, inspect, supervise and urge the implementation; periodically review and summarize the implementation of this Regulation and report to the Politburo. If any problems arise during the implementation process, report to the Politburo (through the Central Organizing Committee) for consideration and decision./.
