According to the Decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.

Deputy Head of Steering Committee: Deputy Prime Minister Tran Hong Ha; Minister of Construction Tran Hong Minh.

Members include: Tran Van Son, Minister, Head of the Government Office; Vu Hai San, Senior Lieutenant General, Deputy Minister of National Defense; Pham The Tung, Lieutenant General, Deputy Minister of Public Security; Ha Thi Nga, Vice President of the Central Committee of the Vietnam Fatherland Front; Nguyen Van Sinh, Deputy Minister of Construction; Phan Thi Thang, Deputy Minister of Industry and Trade; Do Thanh Trung, Deputy Minister of Finance; Nguyen Thi Phuong Hoa, Deputy Minister of Agriculture and Environment; Nguyen Thi Ha, Deputy Minister of Home Affairs; Nguyen Thanh Tu, Deputy Minister of Justice; Hoang Dao Cuong, Deputy Minister of Culture, Sports and Tourism; Nguyen Ngoc Canh, Deputy Governor of the State Bank of Vietnam; Duong Duc Tuan, Vice Chairman of the Hanoi People's Committee; Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee; Le Anh Quan, Permanent Vice Chairman of the Hai Phong People's Committee; Le Quang Nam, Vice Chairman of the Da Nang People's Committee; Nguyen Van Hoa, Vice Chairman of the Can Tho People's Committee; Hoang Hai Minh, Vice Chairman of Hue City People's Committee.

The Central Steering Committee is responsible for assisting the Prime Minister in directing, unifying, harmonizing, and coordinating ministries, branches, and localities in implementing housing and real estate market policies and strategies nationwide. Researching and evaluating housing and real estate market mechanisms and policies; advising the Prime Minister on directing the amendment, supplementation, or promulgation of new mechanisms and policies that can adjust and regulate this sector when there are fluctuations affecting the economy; creating a synchronous legal environment, contributing to promoting the healthy development of the real estate market, maintaining the country's socio-economic stability.

At the same time, help the Prime Minister urge and guide localities and enterprises in implementing mechanisms and policies related to housing and the real estate market, especially social housing for the poor, low-income people, vulnerable people in society, cadres and civil servants facing difficulties when rearranging administrative units, soldiers and people's armed forces.

In addition, direct and guide localities in establishing and perfecting the organization and apparatus of local Steering Committees (provincial level), ensuring that management work is synchronous and consistent from the central to local levels, creating a solid foundation in decentralization and delegation of power so that localities have the basis to effectively implement policies on housing and the real estate market in accordance with the criteria of "locality decides, locality does, locality is responsible"; perform other tasks as required by the Prime Minister.

The Ministry of Construction is the standing agency of the Central Steering Committee, using the Ministry's apparatus to organize the implementation of tasks, and is responsible for ensuring the operating conditions of the Central Steering Committee.

This Decision takes effect from the date of signing (September 22, 2025); replaces Decision No. 1448/QD-TTg dated August 31, 2021 and previous decisions of the Prime Minister on completing the members of the Central Steering Committee on housing policy and real estate market.
