The meeting was connected online from the Government headquarters to 26 provinces and cities with important national projects and key works in the transport sector.
Attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; members of the Steering Committee, leaders of ministries, ministerial-level agencies, government agencies, provinces and cities; representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.
In his opening speech, Prime Minister Pham Minh Chinh stated that infrastructure development is one of the three strategic breakthroughs identified since the 11th Party Congress; experience from many countries around the world shows that if you want to develop quickly, you must invest in strategic infrastructure.
The development of strategic infrastructure contributes to promoting public investment disbursement, economic growth, rapid and sustainable development of the country. Practices in recent months have shown that provinces and cities with good disbursement have good economic growth. In recent years, provinces and cities with double-digit growth rates are also places with good infrastructure.

The Prime Minister said that there are currently 120 projects and component projects under the direction of the Steering Committee, in 30 provinces and cities, in the three fields of roads, aviation and seaports.
To date, the Steering Committee has held 20 meetings, with 19 projects, road component projects and one airport project under the Steering Committee completed and put into operation. Thereby, the whole country now has 2,476 km of expressways. The completed projects have contributed to creating new development space, reducing logistics costs, making it easier for people to travel, bringing many benefits to the people, businesses and increasing the added value of land.
The Ministry of Construction and localities are making efforts to implement the construction of 733 km of highways with 22 projects and component projects. Of these, 16 component projects with a total length of 575 km are on track to be completed in 2025. Particularly, 6 projects with a length of 158 km are still behind schedule, while the volume of the Long Thanh International Airport project is still very large.
From now until December 19 (the date of groundbreaking and inauguration ceremonies for major projects), there are only nearly 2 months left. The Prime Minister stated that this is an extremely important period to accelerate and make a breakthrough in implementing key projects and works.

The Ministry of Construction, the standing agency of the Steering Committee, reported specifically on the results of implementing assigned tasks at the 20th meeting of the Steering Committee, clearly pointing out existing problems and difficulties, and clearly proposing implementation measures for the coming time, especially projects that must be completed in 2025.
Relevant agencies, localities and enterprises reported on the handover of land and relocation of technical infrastructure for projects; the construction status of projects in the plan to complete 3,000 km of highway by 2025; the implementation status of the Long Thanh international airport project and traffic projects connecting to Long Thanh airport; the situation of removing difficulties and obstacles related to construction materials, etc.
On this occasion, the Prime Minister expressed his gratitude to investors, contractors, and related entities for their efforts and efforts to implement projects in difficult weather conditions and continuous heavy rain in many places across the country, in the spirit of "overcoming the sun and rain, not losing to storms and winds".

According to the report of the Ministry of Construction, at the 20th meeting on September 10, 2025, the Prime Minister, Head of the Steering Committee, assigned 30 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures to start construction and inaugurate projects on December 19, 2025.
To date, the units have completed 8 tasks on time, including some important tasks.
The Ministry of Construction has proactively inspected the site, advised Deputy Prime Ministers and Heads of inspection teams to direct units to focus on removing difficulties and speeding up the construction progress of projects on the list of 3,000 km of expressways planned to be completed in 2025; sent documents to the People's Committees of provinces and centrally run cities to strengthen control of supply, demand and prices of construction materials, review and announce construction material prices, labor unit prices, prices of construction machinery and equipment, and local construction price indexes; directed investors to urgently overcome damage caused by rain and floods after storms, and speed up the construction progress of projects.
The Ministry of Agriculture and Environment has submitted to the Government a Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals.
The Ministry of Finance has reported on the implementation of Resolution No. 106/2023/QH15 of the National Assembly on piloting a number of specific policies on investment in road construction; has completed the development of a Decree guiding Law No. 90/2025/QH15 of the National Assembly on bidding for investor selection; has completed the appraisal report on the investment policy of the Vinh - Thanh Thuy expressway project to submit to the National Assembly.
The Ministry of Industry and Trade has provided guidance on resolving difficulties regarding the exploitation plan of the Nhan Co bauxite mine, which has a license overlapping with the Gia Nghia - Chon Thanh project.
In addition, the agencies are actively implementing 21 tasks (10 tasks are regular direction and management tasks; 11 tasks have not yet reached the deadline). Currently, there is 1 task related to site clearance that has not met the required progress.
To speed up the implementation of key projects, the Prime Minister recently decided to add 3 projects (Phu Quoc International Airport expansion project, Gia Binh International Airport construction investment project and Can Tho 2 Bridge construction investment project) to the list of projects under the Steering Committee.
