
Currently, the whole country has 123 projects/component projects under the management of the Steering Committee, including expressways; beltways of Hanoi and Ho Chi Minh City; seaports; Long Thanh, Phu Quoc, and Gia Binh international airports.
At the 20th meeting a month ago, the Prime Minister , Head of the Steering Committee, assigned 30 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures to start construction and inaugurate projects on December 19, 2025. To date, units have completed 8 tasks on time; agencies are actively implementing 21 tasks; 1 task related to site clearance has not met the schedule.
The whole country has more than 2,400km of expressways. Ministries, branches, localities and units are making efforts to implement expressway projects to complete the goal of having 3,000km of expressways nationwide by the end of 2025.
Long Thanh International Airport is being focused on construction, in which, component project 1 and component project 2 are following the plan to be completed in December 2025; component project 3 has reached 56.5% of the contract value, in which the terminal and central area package has reached about 61.5%; component project 4 is committed by contractors to be basically completed in December 2025.
Delegates reported that some projects were slow in site clearance; some projects had difficulty in sourcing construction materials; due to storms, rain, and floods, some construction projects were affected, making it difficult to achieve the plan...

After reviewing and discussing the implementation of each specific project, especially on site clearance, material supply, construction organization, funding and immediate resolution of difficulties and obstacles, promoting project implementation, concluding the meeting, Prime Minister Pham Minh Chinh believes that with the spirit of "turning nothing into something, turning difficult into easy, turning the impossible into possible", by 2025 the country will complete the goals of having 3,000km of expressway, 1,700km of coastal road and inaugurating the expressway from Cao Bang to Ca Mau on December 19, 2025.
On behalf of the Government, the Prime Minister and the Head of the Steering Committee warmly commended the efforts, positivity, and disregard for difficulties of the members of the Steering Committee, ministries, branches, localities, cadres, civil servants, engineers, and workers; thanked the consensus, support, and assistance of the People during the entire 2021-2025 period; this is proof of turning the impossible into possible, with the spirit of self-reliance of the subjects participating in the project.
Emphasizing the viewpoint that "The Party has led, the Government has agreed, the National Assembly has accompanied, the People have supported, the Fatherland has expected, then only discuss and do, not retreat", the Prime Minister requested ministries, branches, localities, construction contractors, supervision consultants and related entities, for the development of the country, to promote the implementation of projects with the spirit of "overcoming the sun, winning the rain, not losing; working during the day is not enough, taking advantage of working at night, working on extra days off; eating quickly, sleeping urgently", if there are any problems or difficulties, they should be proposed immediately for resolution, with the spirit of "wherever the problem is, remove it there, at which level, which agency, that level, that agency will resolve it", especially removing the problems at 24 routes, if in localities with these 24 routes the problems have not been removed, no new investment projects will be assigned.
Reiterating the goal of completing the target of putting into operation 3,000 km of expressways and about 1,700 km of coastal roads in 2025, the Prime Minister requested the simultaneous inauguration and proposed projects to start construction on December 19, 2025, creating momentum to enter 2026 with the target of double-digit growth, welcoming the 14th National Party Congress, serving the travel needs of people during the 2026 New Year and the Year of the Horse.
Requiring high determination, great efforts, drastic actions, doing each task properly, completing each task; clearly assigning people, tasks, time, results, authority, and responsibilities. The Prime Minister assigned Deputy Prime Ministers to be the Heads of the delegation to continue to inspect, review, and remove difficulties and obstacles related to key transport projects for a number of projects with large volumes such as (Dong Dang - Tra Linh, Huu Nghi - Chi Lang, Tuyen Quang - Ha Giang) to ensure completion by 2025 to achieve the target of 3,000 km of expressway.

The Ministry of Construction continues to preside over monitoring, synthesizing, and urging localities to focus on implementing the coastal road system; promptly report to the Prime Minister on contents beyond its authority to ensure the target of having about 1,700km nationwide by the end of 2025.
Regarding the Long Thanh International Airport project phase 1, the Prime Minister noted that this is a project of special importance and significance. However, with only about 2 months left in 2025, the remaining volume is very large, potentially at risk of not being completed as required. Therefore, ministries, agencies, governing bodies, and investors urgently need to find appropriate solutions to increase the construction volume at the site, with a monthly target of over 20%, strictly control quality, labor safety, organize construction reasonably and scientifically, especially for component project 4 - passenger terminal and component project 4 - service works.
The relevant ministries and agencies are responsible to the Party, the Government, the Prime Minister and the People for the progress of the Project implementation, serving the technical flight on December 19, 2025; it is necessary to ensure synchronization from the central works such as the passenger terminal, air traffic control tower, service works and connecting roads.
Deputy Prime Minister Tran Hong Ha was assigned to directly inspect and urge agencies to promptly resolve difficulties to speed up the project's progress; while ensuring quality, safety, flood and storm prevention, and environmental protection.
The Prime Minister noted that speeding up the progress of projects is important, but it is necessary to ensure quality, environmental hygiene, and labor safety according to regulations. For the sake of progress, we must not ignore or shorten technological processes and procedures, choose materials that do not meet standards, and cause environmental hygiene and labor safety at the construction site.

Considering that recently, the provinces in the Northern and Central regions have been continuously affected by storms, causing floods, landslides, and huge losses in human lives and property, the Prime Minister requested localities to proactively deploy solutions to overcome natural disasters, visit and encourage families with victims; and support people to restore their homes and restore production.
“For investors, it is necessary to quickly clear the site and restore construction, paying special attention to choosing locations for camps and accommodation for workers in high areas, far from rivers and streams, and far from locations at risk of landslides,” the Prime Minister pointed out.
According to the Prime Minister, climate change, abnormal weather conditions, and historic heavy rainfall have greatly affected infrastructure works, bridges, and people's lives. Therefore, agencies must immediately update new data to promptly have design solutions. Works must ensure flood and sea level rise prevention and be most suitable to the landscape, environment, sustainability of the works and adapt to climate change: use new materials to replace traditional materials, especially exploiting sources of filling materials, typical of the region.
Directing the work of ensuring synchronization immediately after the project is put into operation, the Prime Minister emphasized that highway standards have stipulated rest stops, which is an urgent need of people when traveling on the highway. Therefore, localities are required to quickly hand over the site so that investors can invest in rest stops, investors organize bidding to select investors to ensure the construction of modern rest stops, beautiful architecture, environmentally friendly, and service quality equivalent to the world.
The Ministry of Construction and localities need to synchronously deploy smart traffic and toll collection systems to meet modern and safe exploitation requirements; at the same time, create capital sources to continue investing in new and completing expressways.
The Prime Minister directed that the investment preparation procedures for projects must be accelerated to lay the foundation for implementation in the 2026-2030 period. In particular, Nghe An, Quang Tri, Quang Ngai, and Cao Bang provinces proactively coordinate with the Government Office in implementing and completing feasibility study reports to submit to competent authorities for approval of investment policies for the Cam Lo - Lao Bao, Quang Ngai - Kon Tum, and Bac Kan - Cao Bang expressway projects, to be completed in December 2025. Hanoi City and Bac Ninh and Gia Lai provinces speed up the preparation and approval of the Feasibility Study Report for the Gia Binh Airport connecting road project and the Quy Nhon - Pleiku project, to be completed in December 2025.

The Ministry of Construction speeds up the approval of the project and starts construction of the Ho Chi Minh City - Trung Luong - My Thuan expressway expansion project in the fourth quarter of 2025. Ho Chi Minh City and Lam Dong province speed up the selection of investors, contractors and related procedures to start construction of the Ho Chi Minh City - Moc Bai and Tan Phu - Bao Loc projects in the fourth quarter of 2025.
For projects under construction, the Prime Minister requested the Ministry of Construction, localities, and agencies managing projects under construction to continue directing investors and contractors to supplement human resources and equipment, increase construction teams, and organize construction in 3 shifts and 4 teams to ensure completion progress according to the assigned plan.
The Ministry of Construction and the Ministry of National Defense of the provinces of Ninh Binh, Hung Yen, Dong Nai, Lam Dong, Phu Tho, and Son La urge investors to resolutely implement the projects of Dau Giay - Tan Phu, Ho Chi Minh City - Long Thanh, Ca Mau - Cai Nuoc, Cai Nuoc - Dat Mui, the traffic route to Hon Khoai Island, Hon Khoai Dual-Use Port, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, and Hoa Binh - Moc Chau right from the beginning, closely following the set schedule.
The Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Home Affairs to report and evaluate the implementation of tasks of each member of the Steering Committee, advise the Government and the Prime Minister to consider and reward appropriately the members of the Steering Committee as well as the collectives and individuals who have actively and made efforts to carry out assigned tasks according to regulations.
Requesting the Ministry of National Defense to submit the pre-feasibility project for the construction of Tho Chu airport next week, Prime Minister Pham Minh Chinh agreed with the proposed contents and recommendations of the Ministry of Construction and localities; assigned the Government Office to coordinate with the Ministry of Construction to fully synthesize the opinions of Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc and members of the Steering Committee, agencies and units to draft a Notice of Conclusion to organize effective and quality implementation, with the spirit of "3 yes, 2 no: beneficial to the country, beneficial to the people, beneficial to businesses; no personal motives, corruption, negativity and no loss or waste of assets".
