The new points of the draft Circular on university admissions 2025, including the regulation that the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each training program, major, and group of majors, are the content that is receiving attention.


For a long time, training institutions have used many methods and subject combinations for admission to the same training program and major, including some training institutions allocating too many quotas for early admission, or setting too large bonus points for foreign language certificates, which has reduced candidates' opportunities for equality in admission. Acknowledging this, the Ministry of Education and Training believes that it is time to review the trend of early admission to find fundamental solutions to completely resolve the above shortcomings.

However, after thorough analysis, experts believe that converting admission scores in all methods to one scale is unreasonable. Prof. Dr. Nguyen Dinh Duc (Chairman of the Council of the University of Technology - Hanoi National University) stated: The concept of "early admission" needs to be clearly defined in the regulations to distinguish between admission results based on academic records and admission results based on independent exams because the admission rates, targets and methods are different. Specifically, there are currently many admission methods, many exams using results for admission such as the capacity assessment test of two National Universities, the thinking assessment test of the University of Science and Technology, international standardized exams such as SAT, IELTS foreign language certificate exam, high school graduation exam... Each exam has a completely different structure and format, and is a different coordinate system, so it cannot be converted to one score.

According to Prof. Dr. Nguyen Dinh Duc, a student who achieves a perfect score in the high school graduation exam is completely different from those who achieve a perfect score in the university assessment exam. In the National University Assessment Exam, achieving 110/150 points is very difficult, very excellent, while in the graduation exam, achieving 29/30 points is normal.

Along with that, the draft stipulates the method of converting the scores for each program, major, and training group to ensure that each candidate has the opportunity to achieve the maximum score, and at the same time, no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points). Regarding this, Professor, Dr. Nguyen Dinh Duc, said that it should be removed because there is no scientific basis for requiring candidates to achieve the maximum score when converting. This makes it difficult and unfair when considering international students based on their academic results in the host country or SAT, ACT results.
