Synchronous and harmonious urban planning for sustainable development

After the historic decision to merge the three provinces of Lam Dong, Dak Nong and Binh Thuan into the new Lam Dong province, urban planning, architecture and development have become one of the top priorities. In order to ensure the synchronization and sustainability of the development of the new locality, the Department of Construction of Lam Dong province has been proactively implementing many solutions.

Urgently review and adjust planning

Immediately after the merger, the Department of Construction quickly completed its apparatus, arranged personnel and directed specialized departments to maintain operations, ensuring that consulting work and handling specialized work were not interrupted.

In the field of urban planning, architecture and development, the Department of Construction pays special attention to reviewing, organizing the establishment and adjustment of urban plans in the area. Highlights in this period are important projects such as: Adjusting the Gia Nghia Urban Master Plan to 2045; Dak R'lap Urban Master Plan; Adjusting the overall Master Plan of Da Lat City and its vicinity to 2045; Bao Loc City Master Plan and its vicinity to 2040; Master Plan for the construction of Mui Ne National Tourist Area ( Binh Thuan ) to 2040, with a vision to 2050; Phu Quy New Urban Master Plan; Adjusting the Phan Thiet City Master Plan; Master Plan for the construction of Son My Industrial - Service Complex (Ham Tan). Along with 3 general planning tasks for the construction of key coastal tourist areas: Co Thach - Binh Thanh, Tan Thang - Thang Hai and Tan Thuan - Tan Thanh.

These new adjustments and planning will create a solid foundation for harmonious development, making the most of the potential of each area after the merger.

Focus on architectural management

In addition to planning and adjusting, the Department of Construction has also paid special attention to promoting the implementation of urban architecture management regulations. Up to now, 9 new urban architecture management regulations have been approved, adding to the large number of existing regulations of the provinces before the merger. Specifically, Lam Dong (old) previously issued 15 urban architecture management regulations for localities, Binh Thuan has approved 14 urban architecture planning management regulations according to the 2009 Urban Planning Law and notably, 80/82 regulations on rural residential area architecture management have been integrated into the general planning projects of commune construction.

These regulations play an important role in guiding architectural development, ensuring aesthetics and preserving urban identity.

Currently, the average urbanization rate of Lam Dong province has only reached 37.67%, of which Lam Dong (old) is 40.5%, Binh Thuan (old) is 38.6% and Dak Nong (old) is 26.2%. The rate of urban residents supplied with clean water through the centralized water supply system is on average 84.67% and 100% of the general urban planning is maintained. This shows the concern for the quality of life of urban residents.

Regarding district planning, 8 old district construction planning projects have been approved and 3 new district construction planning tasks have been approved for Bac Binh, Ham Thuan Nam and Ham Tan districts.

Synchronous and attractive investment

In the coming time, the Department of Construction said that it will continue to closely monitor the progress of appraisal and approval of important projects such as: General planning for construction of Mui Ne National Tourist Area, completing the project dossier for Adjusting the General Planning of Da Lat City and surrounding areas until 2045. At the same time, the Department will advise on decisions on decentralization in the field of state management of planning and architecture in the province, in order to optimize management efficiency.

To ensure consistency and sustainable development, the new province will focus on reviewing and adjusting plans to ensure adequate levels and consistency between plans, urban development programs, and housing development programs. The goal is to create a complete legal toolkit that attracts investment in new urban development and model residential areas in rural areas. At the same time, the province will monitor and urge localities to implement plans in accordance with the provisions of the Law on Urban and Rural Planning 2024 and related legal provisions.

The Department of Construction has also recommended that the Provincial People's Committee propose to the Central Government and the Ministry of Construction to soon issue guidelines and regulations related to the work of making general planning for communes, regulations on architectural management and urban development (urban development program, assessment, urban classification). These are important legal bases for Lam Dong province to be able to implement planning work in the most convenient and effective way.
