Truong Chinh Ward is a locality of Kon Tum city with many "suspended planning" projects that have affected people's lives for nearly 20 years.
Mr. A Thao's family (Kon Mo Nay So Lam 2 village) has lived here for many generations for more than 150 years. They said that their family currently has a relatively large farmland attached to a house. They want to sell a piece of land of about 150 square meters to take care of their children's education. The remaining money is used to invest in gardening, but they cannot sell it because the land is in the cultural and sports land planning area.
Ms. Y Lan (Kon Mo Nay So Lam 1 village) has a vacant plot of land next to her house and wants to build a private house for her son, but because the plot of land is located in a green park planning area, she cannot get a building permit to build a house. Being so desperate, she and her son blindly built a house to live in, ignoring the warnings from the ward and city urban management officers.
Tran Dang Ninh - Van Cao road axis belongs to 3 villages Kon Tu 2, Kon Mo Nay So Lam 2 and Kon Mo Nay So Lam 1 with dozens of hectares of land in the planning of green park land, traffic planning land,education , culture, sports, and craft village planning.

According to many people, since the planning projects were approved by the Provincial People's Committee, for nearly 20 years, no planning projects have been implemented, causing many consequences, affecting the lives, activities, livelihoods, and jobs of local people.
The people also said that most of the land in the planning area is the land that their ancestors have reclaimed, produced, worked, and built stable and long-term houses for hundreds of years. Their houses are attached to gardens and rice fields, built over many generations, "suddenly put into the planning area" and have been "suspended" since 2004 until now.
Working with us, Mr. Tran Minh Dong - Secretary of the Party Committee of Truong Chinh Ward said: Through the feedback of the people, the Standing Committee of the Party Committee of the ward has directed the People's Committee of the ward to conduct a survey and investigate the actual status of the planning projects approved by the Provincial People's Committee since the establishment of the ward. If the planning is not suitable for the socio-economic development conditions, the planning "overlaps" residential land, houses, and production land of the people, affecting the livelihoods and lives of the people, then report to the City People's Committee to submit to the Provincial People's Committee to adjust the planning.
Mr. Nguyen Quoc Viet - Chairman of Truong Chinh Ward People's Committee said: Implementing the direction of the Standing Party Committee, Truong Chinh Ward People's Committee has deployed field surveys of planning points according to 3 planning projects approved by the Provincial People's Committee in the past. The Ward People's Committee has reported and requested the Kon Tum City People's Committee and the Provincial People's Committee to consider adjusting these planning projects.

Accordingly, the ward proposed that the competent authority adjust the planning at 17 locations. Among them, there are some locations such as: adjusting the traffic land planning of Luong Van Can road (Vo Nguyen Giap - Thu Bon section) because 22 plots of land (14 stable houses) are affected; adjusting the traffic land planning of Van Cao road (Kon Mo Nay So Lam 2 village) because 15 plots of land are affected (with 13 stable houses); adjusting the planning of green park land, sports training ground land, and landfill land on Tran Dang Ninh street with an area of 3.5 hectares to urban residential land planning, because 31 plots of land are affected (with 29 stable houses); adjusting the planning of public land with an area of 4.7 hectares on No Trang Long extended road (Kon Mo Nay So Lam 2 village) to urban residential land because 45 plots of land are affected (with 38 stable houses).
Faced with the problems of the above-mentioned "suspended planning" projects, it is thought that all levels and sectors of Kon Tum city and the functional sectors of the province need to soon organize a meeting to unify and request competent authorities to consider adjusting the planning to suit the reality, to suit the socio-economic development conditions and to create favorable conditions for people to live, settle down and work long-term on their land.
