This policy is specified in detail in the Law on Social Insurance 2024 and Decree No. 176/2025/ND-CP of the Government . Accordingly, social pension benefits are a type of social insurance guaranteed by the state budget for the elderly who meet the prescribed conditions.
To receive social pension benefits, the following conditions must be met:
- Is a Vietnamese citizen.
- 75 years of age or older.
- Not receiving monthly pension or social insurance benefits; or receiving monthly pension/social insurance benefits but at a level lower than VND 500,000/month.
- Have a written request to receive social pension benefits.
In particular, if a Vietnamese citizen belongs to a poor or near-poor household according to Government regulations, the age requirement only needs to be from 70 to under 75 years old.
Pay pensions and benefits to beneficiaries.
Regarding the benefit level: Currently, the social pension allowance is 500,000 VND/month. In addition, depending on the socio -economic conditions, the ability to balance the budget, and mobilize social resources, provinces and cities can decide to provide additional support. In case the beneficiary is also eligible for monthly social allowance, he/she will receive a higher allowance.
To register for social pension benefits, eligible individuals need to follow these simple steps:
Step 1: Prepare documents.
The elderly or their relatives prepare the "Application for social pension benefits" according to Form No. 01 issued with Decree No. 176/ND-CP dated June 30, 2025. Then, fill in the required information.
Step 2: Submit application.
After filling in all the necessary information, the applicant can choose to print the document and send it directly or via post to the Chairman of the People's Committee of the commune, ward, or special zone under the province or city where he/she resides. At the same time, the applicant can also send the document electronically on the network if the locality where he/she resides has implemented this form of reception.
Within 10 working days from the date of receipt of the request, the Chairman of the Commune People's Committee will organize the review, authentication and standardization of relevant information of the person requesting social pension benefits with the national population database.
If the applicant is qualified, the Chairman of the Commune People's Committee will make a decision and pay the social pension allowance. The monthly allowance period is calculated from the month the Chairman of the Commune People's Committee signs the decision.
In case the applicant is not eligible, the Chairman of the Commune People's Committee shall issue a written reply stating the reasons.
Some notes:
Regarding the change of place of receiving benefits: In case a person receiving social pension benefits changes his/her place of residence and requests to receive social pension benefits at his/her new place of residence, the Chairman of the People's Committee of the commune where he/she used to reside shall decide to stop paying social pension benefits in the locality and shall send a written document with the applicant's relevant documents to the Chairman of the People's Committee of the commune where he/she used to reside. The Chairman of the People's Committee of the commune where he/she used to reside shall, based on the applicant's relevant documents, consider and decide to continue the social pension benefits and pay social pension benefits from the month of cessation of payment at the old place of residence.
Regarding termination of social pension benefits: In case a person receiving social pension benefits dies or is no longer eligible for social pension benefits, the Chairman of the Commune People's Committee shall decide to terminate the social pension benefits. The period of termination of social pension benefits begins in the month following the month in which the person dies or is no longer eligible for social pension benefits.
Regarding funeral cost support: People who are receiving social pension benefits or people who have submitted a written request for social pension benefits, are eligible for benefits but the Chairman of the Commune People's Committee has not yet issued a decision to receive social pension benefits when they die, will be supported with funeral costs at the level prescribed in Clause 2, Article 11 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries. In case a person is supported with funeral costs and funeral expenses prescribed in many different documents with different levels, he/she will only be entitled to the highest level.
Procedures for supporting funeral expenses: Organizations and individuals in charge of funeral expenses for subjects with a request for support for funeral expenses according to Form No. 02 issued with Decree No. 176/ND-CP dated June 30, 2025 shall send it directly or via postal service or online to the Chairman of the Commune People's Committee. Within 3 working days from the date of receiving the complete application, the Chairman of the Commune People's Committee shall consider and decide to support funeral expenses.
