On September 8, the National Cyber ​​Security Association held its first National Congress for the 2023-2028 term. The Congress elected Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security , as Chairman of the Association; Lieutenant General Nguyen Minh Chinh, Director of the Department of Cyber ​​Security and High-Tech Crime Prevention and Control (Ministry of Public Security) as Permanent Vice Chairman of the Association.

The five vice presidents of the association include: Mr. Dang Hoang An, Chairman of the Board of Directors of Vietnam Electricity Group (EVN); Mr. Tao Duc Thang, Chairman and General Director of Viettel Group; Mr. To Dung Thai, Chairman of the Board of Directors of VNPT Group; Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Joint Stock Company; Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Technology Group.

The National Cyber ​​Security Association was established in May 2023, with nearly 300 members including organizations and individuals. With the participation of a series of leading information technology enterprises in Vietnam, the association is considered the first social-professional organization aiming to protect national security and sovereignty.

Cybersecurity, including high-tech fraud prevention, requires the joint efforts of organizations, businesses and individuals.

The association's tasks include strengthening the dissemination of laws, knowledge and skills on cyber security; providing opinions on legal documents related to the association's activities; reviewing, researching, proposing amendments, supplements and promulgating national regulations and standards on cyber security; participating in programs, research topics, consulting, criticism and social appraisal on cyber security...

High-tech crime cyber attacks, fraud

Speaking at the congress, General To Lam, Minister of Public Security, Deputy Head of the National Cyber ​​Security Steering Committee, said that the establishment of the National Cyber ​​Security Association is very important in the context of increasingly complicated developments in cyber security and safety as well as fierce strategic competition between countries in this field.

According to the general, after nearly 30 years of formation and development, the revenue of the information technology industry in Vietnam in 2022 reached 148 billion USD (more than 300 times), with a human resource of over 1.2 million people (240 times), contributing significantly to economic development. However, cyberspace also contains many risks and challenges to ensuring network security and protecting national sovereignty in cyberspace.

The risk comes from the lack of synchronization and unity among enterprises when participating in protecting national sovereignty and security interests; affecting the planning and formulation of synchronously implemented legal policies. Basically, domestic organizations and enterprises have not yet mastered essential cyber security science and technology products and services, mainly depending on foreign organizations and enterprises.

The next risk is cyber attacks, terrorism, and sabotage of critical infrastructure. Since the beginning of 2020, the network information systems of state agencies, enterprises, and key economic groups have continued to be the targets of cyber attacks, cyber espionage, and the appropriation of confidential information and documents. Cyberspace is also an opportunity for hostile forces to exploit to spread sabotage and attack; undermine the prestige of Party and State leaders; call for and incite protests, and disrupt security and order.

Another difficulty noted by the Minister of Public Security is that high-tech crime activities, including fraud and appropriation of property, are becoming increasingly complex, with many methods and tricks causing huge damage to organizations, businesses and people. Since the beginning of 2023, the Ministry of Public Security has handled nearly 800 cases with a total loss of up to thousands of billions of VND. The activities of virtual currency and cryptocurrency exchanges have become complicated, with many potential elements of law violations, attracting a large number of participants with transaction amounts of up to tens of thousands of billions of VND per month.

Building the cybersecurity industry

The challenges have been "named and shamed", creating great pressure in the task of firmly protecting national cybersecurity. To solve the series of problems, the Minister of Public Security said that state agencies alone are not enough, but there must be active participation from organizations, businesses, and individuals; including the National Cyber ​​Security Association.

"In the near future, we will witness great shifts in cyberspace, from territorial sovereignty to cyber sovereignty, from territorial control to cyberspace control, from information technology to digital technology...", General To Lam suggested, while emphasizing that the National Cyber ​​Security Association and its member businesses need to keep up with that shift to have new initiatives and new directions.

Referring to the cyber era, the Minister of Public Security affirmed that cyber security plays an important role as a shield to protect the sustainable development of the country. Therefore, technology, talent and innovation in the field of cyber security are decisive for mastery and autonomy.

"A business must make a profit to survive, but what comes after that profit? Profit is to create conditions for the business to solve a problem, but the bigger problem is to make life better, the country more developed, humanity more civilized, and the people safer," said General To Lam.

With that concern, the Minister of Public Security hopes that the National Cyber ​​Security Association will set out a mission and vision of national stature; not only creating economic profits, protecting the interests of members but also becoming the main driving force for the cause of building and protecting the Fatherland; creating a Vietnamese cyber security industry, forming a high-value cyber security market on the international map; creating corporations and companies with strong cyber security capabilities recognized by the world.

Protecting cyber security for the Party, State and people

At the meeting of the National Cyber ​​Security and Safety Steering Committee (SCSC) at the end of August, Prime Minister Pham Minh Chinh, Head of the SCSC, stated that the legal framework and legal system on cyber security and safety in Vietnam are still incomplete. State management of cyber security and safety has not met the requirements, especially for enterprises providing cross-border services.

Cyber ​​attacks are on the rise; state secrets are still being leaked through the internet by some ministries, sectors and localities. The situation of illegal collection, buying and selling of personal information and data is still complicated. High-tech crimes continue to be complicated with many sophisticated and unpredictable tricks, with an increasing trend, causing public outrage.

The Prime Minister noted that the task of protecting network safety and security for the Party, the State, the people and businesses is one of the important political tasks in the current conditions and context; it is necessary to mobilize the combined strength of the entire political system, the people and businesses, including functional forces as the core.
