President of Kazakhstan Kassym-Jomart Tokayev delivered his annual State of the Nation address on the theme "Kazakhstan in the Age of Artificial Intelligence". In this speech, the President of Kazakhstan presented an ambitious reform program focusing on digital transformation, investment modernization, global connectivity and institutional innovation.
The focus of the speech was on Kazakhstan’s determination to become a leader in the era of artificial intelligence. President Tokayev announced the creation of a new Ministry of Artificial Intelligence and Digital Transformation Development, headed by a deputy prime minister -level expert. The new agency will lead Kazakhstan’s transformation into “a fully digitalized country within three years.”
President Tokayev called on the Government to promptly issue a comprehensive Digitalization Code covering aspects such as artificial intelligence, big data and the platform economy , and directed the Government to ensure the comprehensive integration of AI into all sectors of the economy.

“Artificial intelligence is no longer an abstract concept. Kazakhstan has no choice but to embrace this transformation,” said President Tokayev.
He also emphasized financial innovation, announcing the establishment of the State Digital Asset Fund to build a strategic cryptocurrency reserve fund and pushing for the passage of a new Banking Law later this year to stimulate financial technology (fintech) and attract new market entrants.
In addition to digital transformation, the Kazakh president also called for a focus on investment and economic modernization. He called for reforming Kazakhstan's investment attraction system, noting that excessive bureaucracy has undermined efficiency.
Transport and logistics will play a prominent role as Kazakhstan continues to cement its role as a vital link between Europe and Asia. President Tokayev announced the near completion of the Dostyk–Moyinty double-track railway, a project he described as “of particular significance for the East-West corridor,” and pledged to keep other key railway lines on track.
Also according to the President of Kazakhstan there is no choice but to embrace this transformation that by October a unified Smart Cargo digital customs and logistics platform must be launched, allowing private operators equal automated access to logistics and customs infrastructure.
Regarding aviation, he reaffirmed Kazakhstan's strategic ambitions to become a leading hub in the Eurasian space, reinforced by proposals to create a national cargo carrier with foreign partners and integrate new airports into global logistics chains.
On foreign policy, President Tokayev reaffirmed Kazakhstan’s multi-pronged approach, stressing the importance of balance and constructive cooperation. He welcomed the results of recent high-level summits, including the US-Russia dialogue in Alaska and the peace efforts between Azerbaijan and Armenia, and highlighted Kazakhstan’s growing partnerships with China, Turkey, Central Asia, the European Union and the United States.
President Tokayev stressed the need to reform the United Nations, especially the Security Council.
President Tokayev also proposed a major institutional reform that would have long-term political implications. He proposed switching to a unicameral parliament, with the issue to be decided by a national referendum in 2027.
President Tokayev also outlined Kazakhstan’s strategic priorities. These include granting special status to Alatau City as a new innovation hub, adopting a new Construction Code by the end of the year, creating a unified digital land resource map, and implementing long-term strategies for food security and water management.
The Kazakh leader called for continued restoration of the Aral Sea, joint efforts to preserve the Caspian Sea, and accelerated the application of advanced water-saving technologies. On social policy, President Tokayev proposed a comprehensive reform of Kazakhstan's welfare system to ensure sustainability and equity, and measures to increase pensions, expand health care, and improve financial literacy among citizens.
Mr. Tokayev further emphasized the role of education in preparing future generations for the AI era, highlighting programs to integrate AI into school curricula and expand digital learning to students in rural areas.
