The world's first AI minister has just taken office

In a surprise move Albania has appointed an AI as Minister in charge of a critically important sector.

Albania has become the first country in the world to have an AI minister — not an AI minister, but a virtual minister made of pixels and code and powered by artificial intelligence.

Albanian Prime Minister Edi Rama said on Thursday that the new minister's name, Diella, means "sunshine" in Albanian, and she will be responsible for all public procurement.

Prime Minister Rama had previously stated that one day Albania would have a digital minister and even an AI prime minister, but few thought that day would come so quickly.

The announcement of the appointment of the AI ​​minister was made by Prime Minister Rama during the Socialist Party congress in Tirana on September 11. At this congress, the Albanian Prime Minister will also fire a series of ministers and appoint new candidates.

“Diella is the first member who is not physically present but created through artificial intelligence,” Prime Minister Rama told party members.

Prime Minister Rama announced that decisions on public tenders would be made "outside the ministries" and passed to Diella. He said the process would be carried out "step by step", but Albania would be a country where public tenders were "100% free from corruption and all public funds involved in the tender process were 100% transparent".

“This is not science fiction, it is Diella's mission,” he said.

Diella has become widely known to Albanians for running the country's e-Albania platform, which allows citizens to access most public services digitally. She even has an avatar, appearing as a young woman dressed in traditional Albanian dress.

Diella would evaluate bids and have the power to "hire talent from around the world", while breaking down "prejudices and rigidities of government".

Albania has long struggled with corruption, particularly in public administration and public procurement, a problem that has been highlighted several times by the European Union in its annual rule of law reports.

Prime Minister Rama won a historic fourth term after elections in May 2025.
