Lieutenant General Dinh Quoc Hung: It can be said that the 2020-2025 term is a period full of difficulties and challenges, especially the impact of military conflicts taking place in many places around the world, trade wars, embargoes and the Covid-19 pandemic. However, with great determination, the entire General Department has made efforts and overcome difficulties to comprehensively complete the set goals and tasks. In particular, one of the most outstanding successes is that the General Department has performed well the strategic advisory function for the Central Military Commission and the Ministry of National Defense , creating strategic breakthroughs for Vietnam's defense industry.

Specifically, the General Department has proactively advised the Central Military Commission to report to the Politburo on the 10-year implementation of Resolution No. 06-NQ/TW, and at the same time advised on the issuance of Resolution No. 08-NQ/TW dated January 26, 2022 on promoting the development of the defense industry to 2030 and the following years. This is a document of strategic significance, guiding the development of the defense industry in the long term. We have also submitted to the Government for issuance of Resolution No. 03/NQ-CP on the Action Program to implement Resolution 08.

Another breakthrough achievement is that the system of legal documents on the defense industry has been basically completed in a synchronous and feasible manner. The 15th National Assembly passed the Law on Defense Industry, Security and Industrial Mobilization. The Government has also issued documents guiding the implementation of this law and a Decree on specific policies for the development of the missile industry. Thanks to that, the Vietnamese defense industry has a solid legal corridor for development, investment attraction and international cooperation.

In particular, in science and technology (S&T) work, the General Department has synchronously deployed solutions to effectively implement the breakthrough "Improving the capacity for research, design, and manufacturing of weapons and technical equipment (VKTBKT), focusing on new and modern weapons, contributing to the modernization of the Army". We have mastered the technology for designing and manufacturing weapons for a fully-staffed infantry division. More importantly, ensuring equipment for the Army has fundamentally shifted from mainly purchasing and importing to self-researching and producing domestically. This is a decisive step forward, affirming the self-reliance of Vietnam's defense industry.

Lieutenant General Dinh Quoc Hung: The 2020-2025 term has witnessed many outstanding results under the comprehensive leadership and direction of the Party Committee of the General Department of Defense Industry. Regarding defense production and economic tasks, we have successfully completed the assigned defense production orders, creating a breakthrough in growth. Specifically, we have produced and repaired 141 types of products from budget sources, an increase of 42.4% compared to the previous term, and 45 series "0" products from the regular defense budget, an increase of 104%.

The construction and repair of military ships also achieved many successes. We built 136 new military ships and boats (an increase of 44.6% compared to the previous term) and repaired and provided technical support for 380 military ships (an increase of 12.1%). These are impressive figures, showing that the industry's production capacity has been significantly improved.

Along with the national defense mission, we have promoted economic production and product export. This not only helps promote the strengths of technological chains but also creates a breakthrough in production and consumption. The total revenue of the entire General Department during the term reached 156,773 billion VND, an increase of 70.16% compared to the previous term. Of which, economic revenue reached 90,120 billion VND, an increase of 75.4%. The average income of workers also increased to 16.04 million VND/month, an increase of 57.0%. These figures demonstrate sustainable development, linking national defense production with economic development, ensuring the lives of cadres and employees.

Regarding the work of building a strong and comprehensive General Department that is "exemplary and typical", we have implemented many effective solutions. Political education and ideological management have been innovated and achieved practical results. Emulation and reward work and the Victory Emulation Movement have been well organized and implemented; the General Department and a number of units have been awarded the title of Hero of the People's Armed Forces by the President.

In addition, international integration and defense diplomacy have also been actively implemented. The General Department has advised on the development and concretization of defense industry cooperation agreements with other countries. In particular, the General Department has advised the Ministry of National Defense to successfully organize the Vietnam International Defense Exhibition in 2022 and 2024, opening up many opportunities for cooperation and deeper participation in the world's defense industry production chain.

Lieutenant General Dinh Quoc Hung: The draft Political Report of the Party Committee of the General Department of Defense Industry submitted to the 11th Congress of the Party Committee of the General Department of Defense Industry for the 2025-2030 term sets out very clear directions and goals, with the motto "Solidarity-Democracy-Discipline-Breakthrough-Development". The common goal is to build a exemplary clean and strong Party Committee, a comprehensively strong General Department that is "exemplary and exemplary", and to lead the General Department to perform well its function of advising on State management of defense industry.

We aim to develop the potential of the defense industry in a synchronous and effective manner, and resolutely implement key projects and plans. In particular, we will focus on building and developing high-quality human resources, including leading experts, scientists, and defense industry engineers. A key goal is to make breakthroughs in science and technology development, innovation, administrative reform, and digital transformation. We will focus on researching, designing, manufacturing, and producing new, modern, and strategically significant military equipment and technology.

To meet the requirements of building a modern Army, we will build the organization, force, arrange and improve the operational capacity of enterprises, reorganize the General Department, research institutes and prepare the elements to establish the Military Industry Group.

Some key targets for the 2025-2030 term in the draft Political Report submitted to the congress are determined: Strive for an average revenue growth rate of 10%/year or more for the entire General Department. The average income of employees in the entire General Department increases by over 5%/year. By 2030, strive for the ratio of economic revenue to total revenue of the entire General Department to exceed 70%. Focus on researching, designing, manufacturing, and producing over 100 types of new and modern weapons and equipment in the groups of weapons and equipment for the army, navy, coast guard, air defense-air force, military equipment, and dual-use products. Propose to open 6-8 new programs, projects, and science and technology projects.

With these goals, we believe that the defense industry will develop autonomously, self-reliantly, self-reliantly, dual-purposely, and modernly, contributing worthily to the cause of building and modernizing the Army.

This requires us to continue to innovate our thinking, be more determined in restructuring enterprises and divesting state capital, applying international standards in modern corporate governance. At the same time, promoting the production of economic products, focusing on exports to increase revenue, and reinvesting in defense production.

Breakthroughs in science and technology development, innovation, administrative reform and digital transformation in the General Department; focusing on research, design, manufacture and production of new, modern, strategic equipment and technology, contributing to the modernization of the Army. This is a key breakthrough, determining the development of the defense industry. We will continue to thoroughly grasp and resolutely implement resolutions on breakthroughs in science and technology development, innovation and digital transformation. In particular, we will focus on mastering basic technology, core technology, strategic technology and increasing the localization rate of defense industry products. At the same time, the application of advanced and modern science and technology achievements and the acquisition of experience from countries with modern defense industries will be promoted.

Promoting the cultural values ​​of "Uncle Ho's soldiers - Military weapons soldiers" in the new period associated with building the culture of defense industry enterprises. This breakthrough aims to build people, the core element of all development. We will continue to educate and train a team of cadres and party members with strong political will, absolute loyalty, maintaining the nature of Uncle Ho's soldiers and the quality of "Military weapons soldiers".

In addition, the General Department will focus on implementing other specific solutions, including: Actively advising and managing the State on defense industry: Proactively advising the Central Military Commission and the Ministry of National Defense to organize the implementation of resolutions, action programs of the Government and projects and plans for the development of the defense industry.

Implement closely and effectively the work of investing in developing the potential of the defense industry: Advise on investing in the potential of the defense industry combined with mobilizing the potential of the national industry. Actively seek partners for technology transfer and research cooperation. Promote defense production, make a breakthrough in economic production: Focus on producing new, modern, and strategically significant weapons and technical equipment. Promote the development of economic sectors and fields with strengths to increase revenue and export products.
