On the morning of June 29, in Hanoi, the Department of Administrative Police for Social Order (C06), the Ministry of Public Security , in coordination with the Hanoi City Police, the Vietnam Posts and Telecommunications Group, and the Hanoi University of Science and Technology, organized a launching ceremony of special significance to guide administrative procedures and remove difficulties and obstacles in the process of implementing a two-level local government .

Implementing Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister approving the Project on rearranging and reorganizing administrative units and building a 2-level local government organization model, in just 3 days, the new model will officially operate.

In response to that request, in recent days, a series of drastic directives have been issued. In particular, the Prime Minister's Urgent Telegram No. 96/CD-TTg dated June 26 clearly stated: As of June 25, many localities, including the capital Hanoi, have not yet completed upgrading information systems and digital platforms to serve people and businesses.

Then, on June 27, under the chairmanship of Politburo member Nguyen Duy Ngoc, the Central Steering Committee met and issued Conclusion Notice No. 33-TB/TGV, requiring all levels and sectors to take drastic action, with no forbidden zones or exceptions, in the spirit of "Accepting no excuses, only accepting results".

In that urgent context, the Launching Ceremony to guide administrative procedures and remove difficulties and obstacles in the process of implementing the 2-level local government is a response, a timely response, and a strong commitment of the youth of the 4 organizing units, demonstrating the determination of the capital Hanoi to reach the finish line on time, ensuring that all activities serving people and businesses are smooth, effective, and uninterrupted from July 1, 2025.

Speaking at the launching ceremony, Colonel Ngo Nhu Cuong, Deputy Director of the Department of Administrative Police for Social Order (Ministry of Public Security) affirmed: To realize that determination, we not only have enthusiasm, but also a methodical action plan.

Specifically: Implementing the direction of the Central Steering Committee, the Ministry of Public Security is taking the lead in developing a Handbook to provide comprehensive guidance on tasks at the commune and provincial levels. This handbook is integrated into the VNeID application, becoming a "hand-held" tool for both officials and citizens. This is an intellectual product of the Public Security sector, directly contributing to the overall success of the whole country.

"The mobilization of university students to support people has been identified by the Central Steering Committee as an important task. The participation of young people from Hanoi University of Science and Technology, with their intelligence and technological skills, is the concretization of this correct policy," Colonel Ngo Nhu Cuong emphasized.

In addition, the role of technology enterprises such as VNPT, Viettel, FPT has been especially emphasized by the Prime Minister and the Central Steering Committee, requiring the concentration of resources to support localities. The companionship of VNPT Group from the beginning has clearly demonstrated the social responsibility and spirit of service of the enterprise.
