Issue decision to resign before August 31
On August 13, the Ministry of Home Affairs issued Official Dispatch No. 6383/BNV-TCBC to central and local agencies on the implementation of Conclusion No. 183-KL/TW of the Politburo and Secretariat.
The dispatch clearly states: Pursuant to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat on actively implementing the operation of the 2-level local government model, strongly shifting the grassroots level to proactively grasp and manage socio-economic, national defense and security and Official Dispatch No. 322-CV/DU dated August 3, 2025 of the Government Party Committee on implementing Conclusion No. 183-KL/TW, after exchanging opinions with the Central Office and the Central Organization Committee, the Ministry of Home Affairs has comments on a number of contents.
Specifically, the Ministry of Home Affairs requested ministries, departments, branches and localities to strictly implement the direction of the Politburo and the Secretariat in Conclusion No. 183-KL/TW and the opinion of the Government Party Committee in Official Dispatch No. 322-CV/DU, focusing on reviewing and screening subjects affected by the organizational restructuring, making a list and issuing decisions on resignation for cadres, civil servants, public employees, workers and armed forces under the management authority according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) before August 31, 2025, the time to resign to enjoy policies and regimes is no later than September 1, 2025; after this time, it will end.
Timely arrange funding, completely resolve payment of policies and regimes for those who quit their jobs before August 31.
For cases in which competent authorities have issued decisions (decisions on early retirement, decisions on termination of employment) before August 1, 2025 to determine the subjects who will retire according to the roadmap until December 31, 2025, they will continue to enjoy policies and regimes according to regulations.
The Ministry of Home Affairs requests ministries, departments, branches and localities to promptly arrange funds and completely resolve the payment of policies and regimes for the subjects, ensuring completion before August 31, 2025;
In case of difficulties or problems related to funding sources, please consult the Ministry of Finance for guidance or report to competent authorities for consideration and decision.
Previously, at the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra requested that localities must "quickly and thoroughly" complete the payment of benefits.
When units and localities have decided to let their staff, civil servants and public employees quit their jobs due to the impact of organizational restructuring, they need to promptly make payments of policies and regimes in accordance with regulations to ensure that when a decision to quit is made, it must be paid immediately.
The Ministry of Home Affairs has also agreed with the Ministry of Finance that if by August 31, any unit or locality has not completed the payment, the Ministry of Home Affairs and the Ministry of Finance will report to the competent authority to consider the responsibility of the head.
The Minister also noted that officials who do not meet the requirements can be encouraged to quit their jobs on their own initiative, thereby meeting the requirements of restructuring and improving the quality of the team./.
