Shorten the time from signing to implementing international agreements

(Chinhphu.vn) - On the afternoon of July 17, at the Government Headquarters, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son chaired a meeting to review and urge the implementation of commitments and agreements signed in high-level foreign affairs activities in the first 6 months of 2025.

According to the Ministry of Foreign Affairs ' Report, in the first half of 2025, ministries, branches and localities signed more than 250 commitments and cooperation agreements in foreign affairs activities of senior leaders, double the number of the whole year of 2024.

In the second quarter of 2025 alone, nearly 200 commitments and agreements were signed, spanning the following areas: Politics -diplomacy, economics-trade, security, defense, education-training, science-technology, agriculture, environment, culture, communications... In particular, Vietnam has made 15 voluntary commitments related to the marine and ocean environment.

The rapidly increasing number of commitments and cooperation agreements not only clearly demonstrates the integration spirit of ministries and sectors but also demonstrates the respect and desire of partners to strengthen cooperation with Vietnam.

Notably, the commitments and cooperation agreements signed in the first half of 2025 are all associated with high-level foreign affairs activities; a vivid manifestation of Vietnam's policy of multilateralization and diversification of foreign relations.

At the meeting, representatives of the ministries and branches reported on the progress of implementing signed commitments and projects; proposed solutions to difficulties and obstacles in the implementation of specific projects; proposed priority cooperation contents in the coming time; and pledged to continue to strive to effectively and on schedule implement international commitments and agreements.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son highly appreciated the ministries and branches for carefully preparing the content of the signing, organizing the synchronous implementation of commitments and agreements with partners, thereby improving the overall quality and effectiveness of foreign affairs in mobilizing external resources to serve socio-economic development, ensuring security and national defense. Notably, up to this point, there are no backlogged projects.

"After today's meeting, ministries and branches will review all agreements chaired by their ministries and branches, send a summary to the Ministry of Foreign Affairs, and report to competent authorities, clearly stating commitments, ongoing projects, difficulties and obstacles if any, and completion time," the Deputy Prime Minister requested.

Thoroughly grasping the policy that signed agreements must be implemented, the Deputy Prime Minister requested ministries and branches to continue to have solutions to improve the effectiveness of implementing commitments and agreements; shorten the time from signing to implementation; promote inter-sectoral coordination and with partners to promptly remove difficulties and obstacles, promptly report issues beyond their authority, especially for large-scale, symbolic projects that have a comprehensive impact on the country's development goals, creating new growth drivers such as transport infrastructure, energy, science and technology, attracting high-quality foreign investment, etc.

Ministries and sectors proactively research and seek out fields and areas with room for cooperation to expand markets, remove difficulties for exports, and advocate for recognition of market economy status, contributing to realizing the target of 8% growth in 2025 and double-digit growth in the following period.

Agreeing with the proposal of the Ministry of Foreign Affairs, the Deputy Prime Minister directed ministries and branches to prepare a comprehensive review of the implementation of commitments and agreements from the 13th National Party Congress to draw lessons for the next term./.
