In Yen Trach commune, a new locality merged from three communes Yen Ninh, Yen Do and Yen Trach of the old Phu Luong district, with a population of over 23,000 people, the commune's Public Administration Service Center receives dozens of people every day to handle administrative procedures in many fields.
In the early days of implementation, many people encountered difficulties in operating the online public service system. The presence of youth volunteers has contributed to removing technological barriers, bringing a more friendly and convenient administrative experience.
From July 7, 2025, Yen Trach Commune Youth Union has regularly assigned 6-8 members to be on duty at the Center each session to guide people in getting a queue number, checking records according to the list, supporting declaration and direct operations on the National Public Service Portal.
Mr. Nguyen Thanh Tung, Deputy Secretary of the Youth Union of Yen Trach Commune, said: The volunteer force works in rotation every day, focusing on supporting the elderly or those who do not use smart devices. The volunteers have been carefully instructed to ensure support according to the correct procedures and in a friendly manner to the people.
In Phan Dinh Phung ward, a new unit established after merging 7 administrative units of the old Thai Nguyen city, in nearly 2 weeks of operation, the ward has received and processed over 1,000 administrative records both directly and online, with an average of over 100 procedures per day.
Phan Dinh Phung Ward Youth Union mobilized 30 youth union members and volunteers to support people at the Public Administration Service Center. Volunteers were responsible for tasks such as: Guiding people through procedures such as birth registration, temporary residence, applying for construction permits, etc. At the same time, guiding people to look up file results and download results to their phones.

Not only in Yen Trach or Phan Dinh Phung, implementing the direction of the Central Committee of the Ho Chi Minh Communist Youth Union on deploying youth volunteer teams to support two-level government and online public services, since July 7, 2025, Thai Nguyen province has established more than 100 youth volunteer teams with about 1,500 members participating in all 92 communes and wards in the province.
According to the plan, from now until the end of August 2025, youth volunteer teams in the province will continue to take on the role of "administrative collaborators" at the grassroots level. This force will perform tasks including: Supporting the declaration of documents, installing and using the VNeID application, guiding the submission of electronic documents, searching for data, training digital skills for officials, and mobile propaganda about digital transformation...
The fact that union members accompany the people not only contributes to reducing waiting time and the rate of error records, but also increases the rate of records received online, which is one of the key indicators of the digital transformation program of Thai Nguyen province.
