The conference to review the results of the Seed Program for the period 2021-2025 is about to take place.

The conference summarizing the Seed Program for the period 2021-2025 and proposing a list of projects and tasks for 'Seed Production Development' for the period 2027-2030 is expected to take place in January 2026.

On the morning of December 15th in Hanoi , Deputy Minister Hoang Trung chaired a meeting to hear reports from various units on the preparation for the preliminary review of the Seed Program for the 2021-2025 period and proposals for a list of projects to implement the "Seed Production Development" task for the 2027-2030 period. The meeting aimed to review progress, assess the readiness of the preliminary review contents, and provide feedback on the project list to ensure the continuity and effectiveness of the Program in the coming period.

Reporting at the meeting, a representative from the Planning and Finance Department stated that, in implementing the Deputy Minister's directive on organizing the preliminary review conference of the Seed Program for the period 2021-2025 according to Decision No. 703/QD-TTg of the Prime Minister , the Department has proactively advised the Ministry to issue guiding documents and urged localities and relevant units to prepare preliminary reports.

Accordingly, the Ministry has sent a document to the People's Committees of provinces and centrally-administered cities, as well as departments, divisions, and units under the Ministry, requesting a comprehensive assessment of the Program's implementation over the past five years. To date, the Planning and Finance Department has received reports from 28 out of 34 localities, along with reports from departments, divisions, and project investors.

Based on the reports received, the Department is urgently compiling, analyzing, and finalizing the preliminary report on the Seed Program for the period 2021-2025. The report will focus on clarifying the implementation process, outstanding results, existing shortcomings and limitations, their causes, and propose directions for implementation in the 2026-2030 period. The report is expected to be completed before December 20, 2025, ensuring it meets the deadline set by the Ministry's leadership.

To ensure the effectiveness and practicality of the review conference, representatives from the Planning and Finance Department reported to and sought the Deputy Minister's opinion on the conference plan, which is expected to take place in January 2026 in Hanoi.

The conference focused on evaluating the five-year implementation of the Seed Program, including leadership and management, achievements in each area, difficulties and obstacles encountered during implementation, and proposals for directions and tasks for the next phase.

Regarding the organizational format, the Planning and Finance Department proposed three options: organizing a separate conference with full participation from ministries, sectors, and localities; organizing a smaller-scale conference; or combining it with the five-year review conference on agricultural restructuring. All options aim to ensure practicality, cost-effectiveness, and quality of content, while also providing a basis for compiling a report to the Prime Minister on the program's implementation results.

Along with the preliminary review, the preparation of a list of projects to implement the "Seed Production Development" task for the 2027-2030 period was also proposed. Representatives from the Planning and Finance Department stated that during the 2023-2026 period, the seed production development task implemented 25 projects, achieving many important results in the fields of crop cultivation, forestry, and fisheries.

To ensure the continuous implementation of the seed production development task from 2027, the Planning and Finance Department has proactively coordinated with specialized departments and institutes to develop and finalize the list of projects for the 2027-2030 period. The process of developing the list was carried out according to proper procedures, including soliciting proposals, organizing appraisals, and requiring units to provide explanations and complete dossiers based on appraisal feedback.

To date, the proposed list comprises 37 projects focusing on three main areas: crop production, forestry, and fisheries. This list was developed based on the practical needs of production, the orientation of industry restructuring, and the requirement to improve the quality and efficiency of seed production.

Concluding the meeting, Deputy Minister Hoang Trung emphasized that the Seed Program is of particular importance, playing a fundamental role in the modernization of agriculture. The program aims not only to invest in research and breeding but also to build a comprehensive system from genetic resource conservation, seed production, technology transfer to the commercialization of seed products, directly serving production.

The Deputy Minister expressed concern about the quality of the assessment of the Program's implementation results for the 2021-2025 period, noting that current reports are too general and do not closely adhere to the specific targets and objectives approved by the Prime Minister. Many important targets, such as the percentage of plant, animal, and aquatic species with controlled origins; the level of self-sufficiency in breeding stock for key aquaculture species; and the results of applying research to production, have not been clearly quantified with specific data. The Deputy Minister requested a frank and substantive assessment, a direct comparison between objectives and achieved results, and clarification of the reasons for unmet targets, especially in areas where performance fell short of the plan.

Regarding the resources for implementing the Program in the next phase, Deputy Minister Hoang Trung noted that the list of projects for the 2027-2030 period needs to be carefully reviewed, ensuring a focus on truly key tasks that have the potential to create breakthroughs, avoiding fragmentation, duplication, and formality.

The Deputy Minister requested the Planning and Finance Department to closely coordinate with specialized units to finalize the preliminary report in a quantitative manner, clearly defining responsibilities, as a basis for organizing the preliminary review conference and reorienting tasks for the next phase. Based on this, feasible projects should be selected, linked to practical needs and the market, to ensure the Seed Program truly delivers effective results and meets the goals of sustainable agricultural development by 2030.
