Reorganizing staff to improve the effectiveness of grassroots government

The urgent requirement to be done immediately after more than 1 month of operating the new Commune-level Government model is to rearrange the staff to "fit their roles and know their lessons", overcome the excess and shortage to improve management efficiency and serve the people.

After more than a month of operating the two-tiered local government model, many communes and wards in the province still face numerous difficulties in the arrangement and placement of officials. Although the organizational structure has been streamlined in form, the mechanical placement of officials has led to surpluses in some areas and shortages in others, affecting the effectiveness of local government operations.

In Thuan An commune, the Chairman of the People's Committee, Phan Ba ​​Tinh, stated that the locality currently has 96 staff positions. After the merger, the commune has basically completed the restructuring of the Party Committee, government, Fatherland Front, and other organizations. However, due to the hasty arrangement, some officials are not yet in the correct positions. In particular, the judicial department at the People's Council and People's Committee Office of the commune has a heavy workload but a shortage of personnel, which has somewhat affected the results of task implementation.

Similarly, in Dak Mil commune, the Chairman of the People's Committee, Nguyen Quoc Dung, reported that the commune currently lacks a budget accountant – a key position in financial management. Not only is there a shortage of personnel, but many commune officials also have limited proficiency in applying information technology. Having one person handle multiple areas creates significant pressure and negatively impacts work quality.

Even in localities with larger staffs, such as Cu Jut commune with 128 officials, civil servants, and workers, the initial arrangement still faced some shortcomings. While the placement of personnel was emphasized and generally matched to their qualifications and capabilities, the reality shows that the transition period always presents many challenges, especially when new tasks with no precedent arise.

Urgently review and reassign personnel.

During a meeting to assess the operational status of the two-tiered local government system in several western communes of the province, the Deputy Secretary of the Provincial Party Committee, Luu Van Trung, emphasized that initially, following central government requirements, the province was "running and queuing at the same time," resulting in a somewhat mechanical arrangement of personnel in communes and wards. This led to a situation where specialized personnel such as land administration, justice, office administration, accounting, and information technology were in some areas in excess and in others in shortage, reducing overall efficiency.

To date, the two-tiered local government model has been in operation for over a month. This is also the time when local Party committees and governments need to urgently review and reassign cadres according to their positions and job requirements. “Weak cadres need training and development, especially in key areas. Tasks with fewer responsibilities can be handled concurrently, but complex areas with a large workload must be assigned appropriately to ensure efficiency. Simultaneously, communes need to encourage and motivate cadres and civil servants, fostering their efforts, responsibility, and willingness to think outside the box and take initiative,” Comrade Luu Van Trung suggested.

The Deputy Secretary of the Provincial Party Committee pointed out that one of the important requirements in personnel arrangement and placement is to retain talented individuals and prevent "brain drain." In particular, young cadres who possess the necessary qualities, abilities, and expertise across many fields are a valuable resource that needs to be given the opportunity to develop their strengths. Local authorities also need to pay attention to, share, and understand the reasons for retaining talented individuals, avoiding situations where cadres become discouraged and leave the system.

During his lifetime, President Ho Chi Minh always reminded: "Cadres are the foundation of all work," and the success or failure of a revolution or an organization depends on cadre work. For things to succeed, it is necessary to select, train, and assign cadres to the right places and the right jobs. Reorganizing the administrative apparatus according to the two-tiered local government model is an unprecedented task, demanding even more scientific , flexible, and progressively improved approaches, leveraging strengths and a sense of responsibility to build a truly streamlined, effective, and efficient grassroots government apparatus. This is also a prerequisite for the government to be closer to the people, better serving them in the current new era.
