After the reorganization, two specialized boards of the provincial Veterans' Agency, including Movement - Office and Organization - Policy - Inspection, were merged into the Veterans' Working Board under the Provincial Vietnam Fatherland Front Committee; the activities of 12 district and city Veterans' Associations were terminated; 75 commune and ward Veterans' Associations were established and 1 Veterans' Association of provincial agencies (Block 487) was established. In newly established communes, the Provincial Veterans' Association appointed the position of chairman for the Veterans' Associations of 75 communes and wards; the consolidation of the Executive Committee, Standing Committee, and Inspection Board of the Veterans' Associations of communes and wards was also basically completed.
Comrade Hoang Manh Long, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Veterans Association, said: The staff has been strengthened to ensure prestige, dynamism, and positivity in the work and movement of veterans at the grassroots level. The Chairman of the Commune and Ward Veterans Association is also the Vice Chairman of the Fatherland Front Committee at the same level, contributing to streamlining the apparatus, improving operational efficiency, and promoting the core role of the association in the grassroots political system.
However, currently, the whole province has only 3 communes of Co Ma, Quynh Nhai, Long He with Vice Presidents of the Association of War Veterans, while 72 communes and wards are lacking this position. The Provincial Association of War Veterans has requested localities to base on the practical situation and requirements to temporarily arrange and extend the use of non-professional workers at the commune level who are still qualified to continue participating in work and hold the position of Vice President of the Association of War Veterans in communes and wards until before May 31, 2026.
After the merger, the War Veterans Association at all levels in the province has done a good job of receiving and handing over membership records, accurately counting the number of members in the newly merged area, including information on family circumstances, health, support needs; well managing records, documents, funds, membership fees, etc. Thereby, ensuring continuity and efficiency in the transition period after the merger of administrative units.
In Muong Bu commune, there are 791 War Veterans Association members. After the reorganization, the Executive Committee of the War Veterans Association has 47 members, the Standing Committee has 11 members, and the Inspection Committee has 9 members. Mr. Quang Van Trieu, Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Chairman of the War Veterans Association of the commune, said: Right after the Party Congress of the commune, the Association held a meeting to deploy tasks for the last months of the year, worked with the branches to quickly stabilize the organization and the association level to operate in an orderly and effective manner.
For Muoi Noi commune, after the merger, the number of war veterans' association members increased to 494 comrades. The association has grasped the members' thoughts, propagated the merger policy, implemented a two-level local government and prepared for the Party congresses at all levels for the 2025-2030 term; at the same time, mobilized members to actively participate in the movements of "Exemplary war veterans", "War veterans help each other reduce poverty, do good business", build new rural areas, contributing to local development.
To effectively carry out the key tasks set out, in the coming time, the Provincial Association of War Veterans will continue to pay attention to closely directing the War Veterans Associations of communes and wards in implementing the association's work and emulation movements; directing all levels of associations to grasp the content, principles and procedures for conducting the War Veterans Congress at the commune level. Immediately after the Vietnam Fatherland Front Congress at the same level, to be completed before October 31, 2025.
At the same time, strengthen the organization of training courses, improve professional skills in supervision, criticism, application of information technology... for cadres of the War Veterans Association at the commune level, heads of War Veterans Association branches in villages, hamlets, sub-areas, and residential groups; actively propagate and mobilize members to be exemplary in participating in activities and emulation movements for socio-economic development.
The streamlining of the apparatus is a major policy, aiming to improve the operational efficiency of the political system, including the Veterans Association at all levels. Despite changes in organization, personnel and location, with the bravery, solidarity, self-reliance and self-strengthening spirit of "Uncle Ho's Army", the provincial Veterans Association's cadres and members have steadfast faith, proactively adapt, and continue to make positive contributions to local development.
