The plan to arrange and reorganize provincial-level health facilities will be implemented after the arrangement and merger to establish the Department of Health under the Provincial People's Committee, after the arrangement, on the basis of merging the existing Department of Health of the provinces before the arrangement. The functions, tasks and powers of the Department of Health remain unchanged. The operation of the Office of the People's Council and the People's Committee at the district level will be terminated, the function and task of advising on state management of the health sector will be transferred to the Department of Culture - Society and the Public Administration Service Center under the People's Committee at the commune level after the arrangement to continue implementation. Convert district-level health centers into regional health centers as public service units under the Department of Health, continue to perform the functions, tasks and powers according to Circular No. 32/2024/TT-BYT dated November 15, 2024 of the Minister of Health guiding the functions, tasks, powers and organizational structure of district, town, provincial and municipal health centers and continue to support human resources, provide professional guidance, ensure medicine, supplies and medical equipment for health stations of communes and wards after the rearrangement. Maintain and preserve existing regional polyclinics, commune, ward and town health stations and transfer them to the health center for management. Ensure that each new commune and ward after the rearrangement has at least 1 health station. Depending on the population size and geographical characteristics of each new commune and ward, additional Health Stations under the Health Center will be maintained or reorganized, and additional Health Stations under the Health Center will be established to meet the primary health care needs of the people in that commune or ward. The functions, tasks, and powers of the Health Stations of communes and wards will continue to be implemented according to the provisions of Circular No. 33/2015/TTBYT dated October 27, 2025 of the Minister of Health guiding the functions and tasks of the Health Stations of communes, wards, and towns. The human resources of the new Health Stations of communes and wards will be arranged on the basis of receiving officials from the previous Regional General Clinics, Health Stations of communes and wards, and will be mobilized and supplemented from provincial-level health facilities and from the previous District Health Centers to ensure that each new Health Station of communes and wards has at least 2 doctors or more. Currently, the health centers at the district, town, and city levels are multifunctional health units. For the inpatient medical examination and treatment sector, it is expected to be reorganized into regional general hospitals under the Department of Health, or into a second facility of a provincial general hospital to organize basic medical examination and treatment for people in the area, regardless of administrative boundaries. However, the establishment, arrangement and reorganization of regional general hospitals must depend on the medical examination and treatment needs of people in the area, the geographical characteristics of the area and the planning of competent authorities. For departments and rooms of the preventive medicine sector of district, town and city medical centers, they will be reorganized into commune and ward medical centers. District medical centers that only perform preventive medicine functions will be reorganized into grassroots medical centers (commune and ward levels) for new communes and wards according to the new organizational model.
Regarding the current arrangement of commune and ward health stations, it is expected that existing commune and ward health stations will choose commune and ward health stations as the center of the grassroots administrative unit (new commune and ward) to reorganize into commune and ward health centers. The sector plans to mobilize human resources, doctors and nurses from the previous district health centers and from commune and ward health stations in the area to work at the commune and ward health centers of the new administrative unit. The remaining commune and ward health stations will be organized into stations to manage, monitor, provide first aid, and vaccinate people in the area and residential areas. For grassroots administrative units in special zones and island districts, the current health centers in special zones will be maintained and reorganized into grassroots health centers according to the 2-level local organization model.
