In the world in general and in Vietnam in particular, the cosmetic surgery industry is growing to meet the increasing needs of the people. Not only women but also men, not limited to young people but also middle-aged people also go for cosmetic surgery. The need for cosmetic surgery is not limited to small, delicate, discreet repairs but also changes more, even the entire face.
However, along with the popularity of cosmetic surgery also arises a problem: After cosmetic surgery, is it necessary to re-issue personal documents such as chip-embedded citizen identification cards and passports?
Regarding this issue, Clause 1, Article 23 of the 2016 Law on Citizen Identification stipulates that citizen identification cards can be changed in the following cases:
- Citizen identification cards must be changed when citizens are 25 years old, 40 years old and 60 years old.
- The card is damaged and cannot be used;
- Change information about last name, middle name, first name; identification characteristics;
- Re-identify gender and hometown;
- There is an error in the information on the Citizen Identification Card;
- When citizens request.
According to the above regulations, changing identity characteristics is one of the cases where a citizen identification card must be changed. "Identity" is understood as a person's unique and stable external characteristics that distinguish one person from another.
Therefore, if cosmetic surgery changes the identity, making it impossible for people around to easily recognize the face before and after surgery as the same person, the citizen identification card must be changed and reissued.
As for passports or driver's licenses, the law does not specifically stipulate cases where identification characteristics change to what extent, requiring a new passport or driver's license.
However, if you have reissued your citizen ID card, you should also reissue your passport and driver's license to synchronize, avoiding the situation where the photos on these 3 identity documents are different, which can easily lead to many problems in life and work.
