According to the Government's Proposal on the arrangement of provincial-level administrative units in 2025, presented by Minister of Home Affairs Pham Thi Thanh Tra to the National Assembly on the morning of June 11, based on the current situation and development orientation of 63 provinces and cities nationwide, the Government has developed 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units.

According to Minister of Home Affairs Pham Thi Thanh Tra, the Government's Project and 23 local Projects have specifically stated the content of the plan to arrange and consolidate the organizational structure of provincial-level agencies, organizations and units after arranging provincial-level administrative units (ADUs) according to the provisions of law and instructions of competent authorities.

According to the synthesis from localities, after reviewing and agreeing on the calculation of data according to the opinion of the Committee on Law and Justice , the total number of cadres, civil servants and public employees according to the assigned norms of provincial agencies, organizations and units in 52 provinces and cities implementing the arrangement is 447,657 people (including: 2,321 cadres, 79,118 civil servants, 366,218 public employees).

The arrangement and assignment of the number of cadres, civil servants and public employees at the provincial level after the arrangement shall be implemented in accordance with the provisions of Article 11 of Resolution No. 76/2025/UBTVQH15, relevant legal documents and instructions of competent authorities.

According to the data reported by localities, the total number of provincial-level public headquarters of 52 provinces and cities that have been rearranged is 38,182; 33,956 headquarters are still in use; 4,226 headquarters are surplus.

The arrangement and use of headquarters, financial and public asset handling after the arrangement of provincial-level administrative units will be implemented according to Government regulations, directions of the Prime Minister and instructions of the Ministry of Finance.

Also according to Minister Pham Thi Thanh Tra, accepting the recommendations of the National Assembly Standing Committee at the 46th Session, in the coming time, the Government will continue to direct ministries, ministerial-level agencies, local authorities of provinces and cities to synchronously, urgently and drastically implement solutions on arranging and perfecting the organizational apparatus, resolving regimes and policies for cadres, civil servants, public employees and workers; arranging and using public headquarters, handling public finances and assets after the arrangement of administrative units and other solutions to develop the socio-economy, ensure security, social order and safety in the areas of administrative units after the arrangement.

“Given the historic nature of the 9th Session, the Government proposes that the National Assembly issue a joint Resolution of the Session, which acknowledges and highly appreciates the important roles, contributions and historical achievements of district-level administrative units before the end of their operations and provincial and commune-level administrative units before the rearrangement, which have made continuous efforts for the common development of the country and each locality,” said Minister Pham Thi Thanh Tra.

The arrangement of provincial-level administrative units is associated with innovation and improvement of governance capacity, creating a basis for promoting decentralization, delegation of power, enhancing autonomy and self-responsibility of local governments, meeting the goals and requirements of the national socio-economic development strategy in the new period.
