The Government will issue 3 decrees and 12 circulars guiding the implementation of the Law on Teachers.

This information was given at the Workshop on professional consultation on some contents guiding the implementation of the Law on Teachers, policies for teachers, educational leaders and school personnel in the new context, organized by the Ministry of Education and Training (MOET) in coordination with UNESCO on July 17.

Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, Ministry of Education and Training, said: The 9th session of the 15th National Assembly passed the Law on Teachers with 9 Chapters and 42 Articles. This is an important milestone, of great significance not only for the entire teaching staff, the education sector but also for the entire Vietnamese nation.

For the first time in history, the National Assembly has issued a separate law fully regulating the position, role, rights, obligations, regimes and policies for teachers; concretizing the major policy of the Party and State in honoring, caring for, protecting and developing teachers - the key force in theeducation cause.

Deputy Minister of Education and Training Pham Ngoc Thuong spoke at the workshop.

To ensure the effective implementation of the Law on Teachers from January 1, 2026, the Ministry of Education and Training will advise and submit to the Government for promulgation 3 decrees and issue 12 circulars under its authority. The three decrees include: Decree detailing a number of articles of the Law on Teachers; Decree stipulating salary policies, allowances, support and attraction policies for teachers; Decree stipulating preferential allowances according to profession for civil servants in the education sector.

12 circulars regulating professional standards, working regimes, recruitment authority, equivalent titles, and codes of conduct for teachers. In addition, the Ministry of National Defense and the Ministry of Public Security must also research and develop circulars regulating working regimes and professional standards for teachers under their management authority.

According to the Director of the Department of Teachers and Educational Managers, completing the above documents within 6 months with limited resources in terms of personnel is one of the major difficulties and challenges for the Ministry of Education and Training. At the same time, the implementation of the policy of building a 2-level local government, along with changes in the current legal system related to the organization of local governments, management of civil servants... greatly affects the regulations on recruitment, use, and management of teachers, requiring the construction process to be continuously updated, ensuring consistency with changes in the relevant legal system.

At the same time, at present, the Ministry of Education and Training is simultaneously implementing amendments and supplements to 3 Laws: the Law on Education, the Law on Higher Education and the Law on Vocational Education. In the 3 laws mentioned above, issues related to all educational personnel in schools, including teachers, educational institution managers, educational managers and employees are being concerned, amended and supplemented to ensure compliance and consistency with the Law on Teachers, while meeting new requirements.

Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the Law on Teachers passed by the National Assembly meets the expectations of more than 1 million teachers and education managers nationwide. The promulgation of the Law on Teachers is an important condition, the highest legal basis for implementation. These are also necessary conditions, and the sufficient condition is to issue and guide sub-law documents. This process requires effort, intelligence, scientific, practical and systematic survey, research and assessment.

"From now until January 1, 2026, the Law on Teachers will come into effect, and the regulations must be implemented synchronously. From now until the end of the year, we must simultaneously study and issue 3 decrees and 12 circulars guiding the implementation of the law. These are important, difficult and complicated documents, affecting more than 1 million teachers and other legal documents. Therefore, those who draft these guiding documents must still approach them on the basis of closely following and fully adhering to legal bases, political viewpoints, science, and practice with the highest sense of responsibility, working scientifically and practically," Deputy Minister Pham Ngoc Thuong noted.
