Online courses for real estate brokerage certification are becoming widespread.
From August 1st, 2024, the Law on Real Estate Business officially came into effect, clearly stipulating the conditions for individuals engaging in real estate brokerage services.
Article 61 of the Law on Real Estate Business stipulates that individuals practicing real estate brokerage must possess a real estate brokerage license and must practice within a real estate exchange service enterprise or a real estate brokerage service enterprise.
This has led to a surge in real estate certification and brokerage training activities in recent times. Many brokerage firms' websites and social media accounts constantly advertise courses, certification exam preparation programs, and certificate issuance.
Simply by typing "real estate broker certificate" into a search bar, users can find a multitude of different groups. (Screenshot).
For those in need, simply typing keywords like "real estate broker certificate; real estate brokerage license…" into a search engine can yield thousands of results. Among these, numerous links to organizations and companies advertising and providing information on obtaining real estate brokerage licenses are predominant.
However, upon reviewing the information, it was found that most of the courses were advertised and offered by brokerage companies to attract students. Courses offered by government agencies or specialized programs at universities were more difficult to find.
Because of the abundance of conflicting information, it is very difficult for brokers and people who need to obtain professional certifications to understand the situation clearly. Ambiguous and misleading information easily causes misunderstandings, leading many to suffer negative consequences.
Ms. Le Thi Hoa (Binh Thanh District) said: "I intended to register for a real estate brokerage certificate course in 2023, but only started researching in April 2024. There was a lot of advertising with different prices. Some places offered me 1.2 million VND/course, others 1.5 million VND. Actually, I just wanted the certificate to be legal and comply with general regulations, because I already acquired this knowledge during my 3 years as a real estate agent."

According to Ms. Hoa, it's easy to get confused if you don't research thoroughly. Specifically, the training course will have instructors, and the student files will fully reflect the regulations regarding personal documents and qualifications such as high school diplomas. They will receive clear training in legal matters, real estate, and regulations, and then there will be an exam date.
In many cases, people register at the wrong location, pay the fees, and after completing the course, they are issued a "certificate of participation in a real estate training course," but this certificate is not issued by the competent authority, the Department of Construction.
Be careful to avoid confusion.
To find out more information about real estate brokerage certification courses, a reporter from Nguoi Dua Tin contacted several social media fan pages such as "Real estate brokerage certification training…; Real estate company providing certification training; Real estate certification training course….".
When a reporter inquired about the need for a real estate brokerage certificate, a social media account named "Real Estate Brokerage Certificate…" stated that participants must undergo training in a "Real Estate Brokerage Certification Course (a requirement for taking the professional certification exam)" consisting of 3-4 sessions, costing over 1.3 million VND, and requiring them to leave their phone number for a consultant.
Without clear clarification, it's easy to confuse registering for a course with enrolling in a class to take the brokerage license exam. (Screenshot).
However, when a reporter from Nguoi Dua Tin contacted the same account, they offered advice on an online course called "Nationwide Online Real Estate Professional Training" costing 2.5 million VND. They also guaranteed a full refund if the quality was unsatisfactory, and provided assistance with application procedures and obtaining a real estate brokerage license from the Department of Construction in all provinces and cities nationwide.
According to our reporter's observations, people who want to take real estate brokerage certification courses can easily be misled if they are not careful. Some places even confidently advertise that "after completing the course, students will be granted a real estate brokerage certificate in accordance with state regulations."
Furthermore, after completing the courses, citizens and students who wish to take the certification exam submit their applications to the Department of Construction, waiting for the next class or exam session.

According to regulations, the examination for professional certification or real estate brokerage management has been clearly defined. The conditions for units and organizations to be able to organize the examination are stipulated in Clause 2, Article 3 of Consolidated Document No. 06/VBHN-BXD dated March 11, 2020, regulating the organization of examinations and issuance of professional certificates for real estate brokers.
The Department of Construction assigns or authorizes one or more of the following units to organize the examination: "Departments with the function of managing housing and real estate markets under the Department of Construction; Training institutions that meet the conditions for conducting training and refresher courses on real estate brokerage and real estate exchange operation as prescribed in Clause 3, Article 2 of Decree No. 100/2018/ND-CP; Vietnam Real Estate Association; Real Estate Associations of provinces and centrally-administered cities; Vietnam Real Estate Brokers Association".
Only establishments that meet the requirements for conducting training and professional development services for real estate brokers and real estate exchange operators as stipulated in Clause 3, Article 2 of Decree No. 100/2018/ND-CP dated July 16, 2018, are permitted to organize examinations for issuing real estate brokerage certificates in localities nationwide, if assigned or authorized by the local Department of Construction to organize the examinations.
Therefore, individuals who need to study for or take the real estate broker certification exam should carefully research the information and request that training centers provide documents proving that they meet the above requirements to avoid wasting time, money, and getting frustrated.

Regarding the issuance of new real estate brokerage licenses, regulations are stipulated in the 2014 Real Estate Business Law; Circular No. 11/2015/TT-BXD dated December 30, 2015; and Decision No. 832/QD-BXD dated August 29, 2016 of the Ministry of Construction .
To be eligible to take the real estate brokerage certification exam, individuals must submit an application as stipulated in Article 10 of Circular 11/2015/TT-BXD. Individuals only need to prepare a few documents including: an application form, a copy of their identity card, a copy of their high school diploma, and a photograph… a certificate of completion of the course is not required, and the exam fee is 200,000 VND per application.
According to an investigation by Nguoi Dua Tin reporters, the websites of the Ho Chi Minh City Department of Construction, the Binh Duong Department of Construction, and the Long An Department of Construction currently contain complete information regarding the organization of "Examination for granting real estate brokerage licenses".
All information and advice are clearly documented in writing, and the fees and procedures for the driving test are publicly available. Therefore, those in need can visit the websites to find out more information and ensure their rights are protected.

Article 61 of the Law on Real Estate Business stipulates that organizations and individuals engaged in real estate brokerage services must establish a real estate service business enterprise and must meet certain conditions.
There must be regulations governing real estate brokerage services; there must be facilities and technical equipment that meet the operational requirements as stipulated by the Government; and there must be at least one individual holding a real estate brokerage certificate.
Before commencing operations, businesses must submit information to the provincial-level state management agency for real estate business where the business is established to be registered on the housing and real estate market information system.
Individuals practicing as real estate brokers must possess a real estate brokerage license and must practice within a real estate exchange service business or a real estate brokerage service business.
