The Ho Chi Minh City People's Committee has just issued an urgent document reporting to the Ministry of Planning and Investment for consideration and coordination with the Ministry of Transport to promptly report and advise the Prime Minister on the Pre-Feasibility Study Report of the investment project to build Ring Road 4.

This is the largest road project in the Southeast region ever, of particular importance in connecting traffic and economic development.

Ho Chi Minh City has coordinated with the People's Committees of Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau provinces to review and basically complete the pre-feasibility study report of the overall project and its component projects.

The total length of the entire Ho Chi Minh City Ring Road 4 is about 206.72km (via Ba Ria - Vung Tau: 18.23km; Dong Nai 45.54km; Binh Duong 47.95km; Ho Chi Minh City 16.7km; Long An 78.3km). The total estimated investment is about 136,593 billion VND.

In phase 1, the project will carry out site clearance at one time according to the approved plan. At the same time, it will invest in building 4 complete expressway lanes with 3m wide emergency lanes along the entire route.

On the route, 21 interconnecting traffic intersections will be built, including 2 intersections in Ba Ria - Vung Tau; Dong Nai has 5 intersections; Binh Duong has 4 intersections (sharing 1 intersection with Dong Nai at Thu Bien bridge); Ho Chi Minh City has 4 intersections and Long An has 7 intersections.

Along with that, parallel roads and residential roads on both sides of the route will be invested depending on traffic needs in each section and area, especially in places with urban and residential areas.

The project is implemented in the form of BOT (build - operate - transfer). Of which, the central budget capital is expected to be nearly 42,554 billion VND, and the local budget capital is about 33,584 billion VND.

Regarding the planned budget allocation plan, the 2021-2025 period requires about 16,026 billion VND. The 2026-2030 period requires about 59,582 billion VND.

In April, the Ministry of Transport and the provincial People's Committees agreed to propose that the Ho Chi Minh City People's Committee assume the role of focal agency to synthesize the implementation process; preside over and agree with localities to select a general consulting unit; and study and propose specific mechanisms and policies applicable to the entire route.

After that, the Ho Chi Minh City People's Committee reported and recommended to the Prime Minister to propose specific mechanisms and policies applicable to the entire Ring Road 4.

Then, at the end of August, the Ministry of Planning and Investment had a working session with leaders of the Ho Chi Minh City People's Committee and 4 related provinces on the implementation of the project's investment and construction.

During the working session, Minister of Planning and Investment Nguyen Chi Dung requested the Ho Chi Minh City People's Committee to preside over and coordinate with the People's Committees of related provinces to complete the pre-feasibility study report of the overall Ring Road 4 construction investment project for the entire route with a total length of more than 206km.

The dossier will be submitted to the competent authority for appraisal and submitted to the National Assembly for decision on the investment policy at the October session. In particular, the investment policy will identify component projects passing through Ho Chi Minh City and provinces (Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau) and assigned to the locality for implementation, similar to the Ho Chi Minh City Ring Road 3 project.

After completion, Ho Chi Minh City Ring Road 4 will be a route surrounding Ring Road 3, with the task of receiving and limiting traffic congestion on inner-city roads in Ho Chi Minh City.

This Belt Route is expected to facilitate the connection of the Southwest - Southeast region with Hiep Phuoc port area and Long An port, helping to promote the flow of goods and facilitate the development of port services.
