According to the announced results, with 92.86 points (maximum score of 100), the Department of Transport continues to be the leading unit in the administrative reform index at the department and sector level in 2023; the Department of Home Affairs ranked second (91.11 points). In 2022, the Department of Transport and the Department of Home Affairs also ranked first and second, respectively.
The Department of Health ranked last. The Provincial Industrial Park Management Board ranked 17th out of 18 departments and branches. In 2022, the Provincial Industrial Park Management Board and the Department of Health also ranked 17th and 18th, respectively.
At the district level, Nam Sach District People's Committee continued to rank first with 90.86 points. This is the second consecutive year that this district has led the district in the administrative reform index. Chi Linh City People's Committee ranked second in the rankings with 88.82 points, up 1 place compared to 2022.
Thanh Mien District People's Committee is at the bottom of the rankings, down 6 places compared to 2022. Tu Ky District People's Committee remains the same in the rankings compared to 2022 (ranked 11th).
Speaking at the conference, Provincial Party Secretary Tran Duc Thang highly appreciated the achievements of departments, branches and localities in administrative reform in 2023. The management, leadership and direction of administrative reform implementation have always been of interest to departments, branches and localities, with strong breakthroughs. The administrative reform index of many departments, branches and localities has clearly changed. Administrative reform has made important contributions to the socio-economic development of the province.
He also frankly pointed out the limitations in administrative reform work of some departments, branches and localities. In particular, the leaders of some places are not yet bold enough to think and act; there are still signs of pushing, avoiding and fearing responsibility. Some agencies and units have not focused on reviewing and simplifying administrative procedures, have not cut down or shortened the processing time, creating convenience for people and businesses; have not focused on building innovative initiatives to review and reduce administrative procedures...
The Provincial Party Secretary emphasized that 2024 is the third year of implementing the Comprehensive Program of State Administrative Reform for the 2021-2030 period. This is a year that plays a decisive role in the goals and solutions set out in the areas of administrative reform during the 10-year period from 2011 to 2030.
Comrade Secretary of the Provincial Party Committee Tran Duc Thang requested that heads of units and localities must raise their sense of responsibility and take the lead in implementing administrative reforms. Units and localities continue to pay attention to the work of disseminating administrative reform tasks to all cadres and civil servants. Improve the quality of consulting and drafting documents. Continue to promote digital transformation. Well organize the reception and settlement of administrative procedure records within the scope and field of management. Create favorable conditions, reduce time and administrative procedures to attract investment in the province, increase the rate of newly established enterprises, and well manage the environment when enterprises invest in the area.

Based on the results of administrative reform, the department and sector block has 6 leaders who are classified as having completed their tasks excellently; 12 people who are classified as having completed their tasks well; no one is classified as having completed their tasks (in 2022, there are 2 department and sector leaders who have completed their tasks). At the district-level People's Committee, comrade Ho Ngoc Lam, Chairman of the Nam Sach District People's Committee, has completed his tasks excellently; 11 people have completed their tasks well (in 2022, the district-level has 2 leaders who have completed their tasks).
