Summary of the workers' and civil servants' movement and the city's Trade Union activities in the first 6 months of 2024

(Haiphong.gov.vn) - On the morning of July 22, the City Labor Federation (CLF) held the 3rd Executive Committee Conference of the 15th term, 2023-2028, to review the movement of workers, civil servants and laborers and the City Trade Union's activities in the first 6 months of the year; and deploy tasks for the last 6 months of 2024. At the Conference, delegates discussed, reviewed and approved the Report on the results of the workers' and civil servants' movement and trade union activities in the first 6 months of the year; supplementary tasks for the last 6 months of 2024; Report on the results of the activities of the Trade Union Inspection Committees at all levels in the first 6 months of the year, supplementary tasks for the last 6 months of 2024; Report on the financial settlement of the trade union in 2023 and the preliminary summary of trade union financial work in the first 6 months of 2024; Report summarizing the activities of the Workers' Month in 2024; Report on the preliminary summary of 3 years of implementing Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo on innovation of organization and operation of Vietnam Trade Union in the new situation.

As of June 2024, the Hai Phong City Labor Federation manages 2,987 grassroots unions with 352,374 workers and civil servants. The total number of union members is 330,970, of which the number of non-state workers is 275,498. The average salary of workers is estimated at VND 8,270,000/person/month, an increase of 2.83% compared to the average salary in 2023. The Lunar New Year bonus in 2024 with an average bonus of VND 8.5 million/person (an increase of VND 200,000 compared to 2023). In the first 6 months of the year, there was no collective work stoppage in the city.

To achieve that result, the City Labor Federation has focused on strong innovation and creativity with many practical activities at all levels of the union, focusing on the grassroots, improving the material and spiritual life of union members, workers and employees. The work of developing union members and establishing grassroots unions has been focused on implementation. The function of caring for, representing and protecting the legitimate and legal rights and interests of workers has been focused on with many forms and measures, especially the negotiation and signing of collective labor agreements, which has contributed to building harmonious, stable and progressive labor relations in enterprises, focusing on the grassroots.

In addition, the city's trade unions at all levels have promoted the application of IT and digital transformation in their leadership and management activities, ensuring synchronization, flexibility, and timeliness, contributing to improving the quality of the workers' and civil servants' movement and the city's trade union activities. The trade unions at the grassroots level have coordinated well with the Party Committees at the same level and have had new and creative ways of opening classes to foster awareness of the Party for outstanding union members, promoting the development of Party members and establishing grassroots Party organizations in enterprises, especially non-state enterprises.

In the last 6 months of the year, the City Labor Federation continues to implement the 2024 theme of "Continuing to focus on developing union members and implementing digital transformation", promoting the application of information technology, implementing digital transformation in the union organization; focusing on performing well the representative function of caring for and protecting the legitimate rights and interests of union members and workers in the programs: Union member welfare,... through the application "Huong Cong - Hai Phong Labor Union", lending capital from the Labor and Civil Servants Capital Support Fund and many other forms; continuing to implement the Project "Union Physical Training Points" from the investment fund for union institutions according to the Resolution of the 15th Congress of the City Labor Union, striving to install at least 100 points in the period of 2024 - 2025; Implement 05 Action Programs to specify 04 breakthroughs in implementing the Resolution of the 15th Congress of the City Trade Union, the 13th Congress of the Vietnam Trade Union, term 2023-2028.

At the same time, strengthen the management of financial revenue and expenditure, and trade union assets in a professional, public, and transparent manner. Build strong enough financial resources to meet the tasks of the trade union organization in the coming time, contributing to better care for union members and workers. Promote emulation, commendation, honor and reward activities, creating a vibrant atmosphere among union members, workers, civil servants, and employees to celebrate the 95th anniversary of the founding of the Vietnam Trade Union on July 28. Continue to implement the project to build trade union institutions in Trang Due Industrial Park and the headquarters of the Legal Consulting and Labor Support Center at 31 Dien Bien Phu. Continue to direct the grassroots trade union to specifically review the number of employees at enterprises that pay social insurance but do not pay trade union fees in the city...
