After the merger, the Department of Natural Resources and Environment of Ho Chi Minh City has 13 specialized departments, 07 administrative units and 12 affiliated public service units.
On the afternoon of March 3, the Department of Natural Resources and Environment of Ho Chi Minh City held a conference to announce the Resolution on the establishment of the Department of Natural Resources and Environment and decisions on the arrangement and streamlining of the apparatus to improve operational efficiency and meet the requirements of tasks in the new period.
Accordingly, after the merger, the Department of Natural Resources and Environment of Ho Chi Minh City has a Director and 7 Deputy Directors of the Department. Specifically, Mr. Nguyen Toan Thang - Director of the Department of Natural Resources and Environment. The Deputy Directors of the Department include: Mr. Nguyen Xuan Hoang, Mr. Vo Trung Truc, Mr. Huynh Van Thanh, Ms. Nguyen Thi Thanh My, Mr. Nguyen Minh Nhut, Mr. Duong Duc Trong, Mr. Nguyen Huu Hoai Phu.
Speaking at the ceremony, Director of the Ho Chi Minh City Department of Natural Resources and Environment Nguyen Toan Thang said that according to Resolution No. 06/NQ-HDND dated February 20, 2025 of the Ho Chi Minh City People's Council establishing the Ho Chi Minh City Department of Natural Resources and Environment, the Department of Natural Resources and Environment officially merged with the Department of Agriculture and Rural Development. After the merger, the unit has 13 specialized departments, 07 administrative units and 12 affiliated public service units.
Compared to before the merger, the number of departments has decreased from 17 (including 11 departments of the Department of Natural Resources and Environment and 6 departments of the Department of Agriculture and Rural Development) to 13. The number of administrative units remains at 07 units, while the number of public service units has decreased from 16 units (09 of the Department of Natural Resources and Environment and 07 of the Department of Agriculture and Rural Development) to 12 public service units.
Regarding staffing, the total number of cadres, civil servants, public employees and workers of the Department decreased from 2,863 to 2,529, a decrease of 334 people (accounting for 11.7%).
“Streamlining the apparatus not only helps reduce overlap in functions and tasks but also improves management and operation efficiency, creating unity in the management of natural resources, environment and rural development,” Mr. Nguyen Toan Thang emphasized.
The Department of Natural Resources and Environment of Ho Chi Minh City is a specialized agency under the People's Committee of the City, with the function of advising and assisting the People's Committee of the City in state management in the fields of: land, water resources, mineral resources, environment, hydrometeorology, climate change, sea and island management, surveying and mapping, remote sensing, along with the fields of agriculture, forestry, salt industry, fisheries, irrigation, disaster prevention, and rural development.
According to Decision No. 36/2025/QD-UBND, the Department has 36 key tasks, including: establishing and organizing the implementation of land use planning and plans; appraising land allocation and lease records, granting land use right certificates; advising on compensation policies, resettlement support; managing agriculture, rural development; animal husbandry, veterinary medicine, cultivation, aquaculture, irrigation, forest protection, forestry, natural disaster prevention; managing water resources, licensing water resource exploitation and controlling water pollution; organizing appraisal and licensing of environmental activities; developing and implementing climate change response programs; managing measurement, mapping and remote sensing; controlling environmental pollution, solid waste and managing waste treatment areas; managing and protecting mineral resources, licensing mineral exploitation; organizing environmental monitoring and hydrometeorological quality....
Also at the ceremony, Director of the Ho Chi Minh City Department of Natural Resources and Environment Nguyen Toan Thang presented the decision to appoint key leaders of the Department after the merger.
According to Mr. Nguyen Toan Thang, the announcement of the decisions to appoint key leaders of the Department is an important step in consolidating and perfecting the staff, meeting the requirements of the tasks in the new situation. I hope that the comrades appointed today will maximize their capacity, responsibility, dedication, contributing to the further development of the Department of Natural Resources and Environment, meeting the expectations of the Party, State, City and people.
