Improve organizational structure

Lang Son Department of Natural Resources and Environment - the predecessor is the Land Management Department of Lang Son Department of Agriculture (now the Department of Agriculture and Rural Development) was established in 1962.

Lang Son Provincial People's Committee issued Decision 1118/QD-UBND, establishing the Land Management Board under the Provincial People's Committee. At the district level, the land management department is under the Department of Agriculture.

Establishment of the Department of Land Administration under the People's Committee of Lang Son province.

Establish the Department of Natural Resources and Environment under the People's Committee of Lang Son province, on the basis of the organizational structure of the Department of Land Administration and receive the transfer of organizations performing the management functions of water resources, mineral resources, and environment from the Department of Agriculture and Rural Development, Department of Industry - Handicraft, Department of Science, Technology and Environment.

When it was first established, the Department of Natural Resources and Environment had 5 specialized departments, 2 affiliated public service units, 66 civil servants, public employees and workers. The proportion of civil servants and public employees with university degrees accounted for 54%.

The organizational structure of Lang Son Department of Natural Resources and Environment has been improved through stages.

Completing the organizational structure, from 2022 to present, the Department of Natural Resources and Environment has 5 specialized departments: Department Office, Department Inspectorate, Land Management Department, Water Resources and Minerals Management Department, Planning - Finance Department; 1 specialized state management department (Environmental Protection Department) and 2 affiliated public service units (Land Registration Office and Center for Natural Resources and Environment) with a total of 165 employees.

Synchronous, effective resource management, environmental protection

Land sector: The Department of Natural Resources and Environment has advised the Provincial Party Committee, People's Council, and Provincial People's Committee to issue over 80 Resolutions, decisions, and 6 directives to implement the Land Law, strengthen land management, and compensation for site clearance.

Focus on the areas of procedures for land recovery, land allocation, land lease, granting of land use right certificates; compensation, support, and resettlement when the State recovers land; auction of land use rights... Timely remove difficulties, gradually bring the Land Law into life, actively contribute to the implementation of the province's socio-economic development goals.

Land management work has recorded many positive results.

- The Department pays attention and focuses on state management of water resources. Appraised and submitted to the Provincial People's Committee 176 licenses for activities in the field of water resources; approved the fee for granting the right to exploit water resources of 16,278 million VND.

Complete the planning of water resources of Lang Son province until 2020, with a vision to 2030; complete the investigation and delineation of prohibited and restricted areas for underground water exploitation in the province; build a database of water resources and minerals of Lang Son province....

- Regarding the management of mineral and geological resources, the Department has presided over and coordinated with all levels and sectors to appraise and submit to the Provincial People's Committee 425 mineral licenses; approved the reserves of 89 mining sites; and approved mineral rights fees of over VND 718,136 million.

Focus on environmental protection activities and climate change response.

- Strengthen and complete the system of legal documents on environmental protection. The Department has advised on the appraisal and approval of environmental impact assessment reports for 245 projects; 93 environmental improvement and restoration plans; issued 32 hazardous waste source owner registration books for establishments generating hazardous waste; advised the People's Committee to issue 20 Environmental Licenses.... 100% of environmental administrative procedures are carried out on public services at levels 3 and 4.

Deploying automatic emission monitoring data transmission connection from transmission facilities according to regulations; installing software systems and equipment to receive continuous automatic monitoring data from transmission facilities. Up to now, 5 units have completed the installation of automatic and continuous emission monitoring systems and transmitted data to the Department according to regulations.

Strengthen inspection, timely detection and prevention of violations of resources and environmental protection.

- Inspection and examination work is strengthened to ensure timely prevention and handling of violations of laws on natural resources and environment, and resolution of voters' petitions.

Building and developing e-Government and digital Government

- Put into operation the cadastral database of 165 communes and towns (now 148 communes and towns after the merger); publish cadastral data of 165 communes on the Lang Son Provincial Land Data Portal and land use planning maps for the period 2021 - 2026 and the period 2021 - 2030 of districts and cities, serving people and businesses to look up land plot information and information on land use planning and plans.

Department of Natural Resources and Environment implements many practical activities for the community.

At the district level, 3/11 districts have operated the land database of 03 districts: Cao Loc, Loc Binh, Binh Gia and 04 communes and wards of Lang Son city (corresponding to 66 communes, wards and towns) with full components of the land database.

- Currently, the Department is focusing on implementing the Project of Adjusting the Atlas of Lang Son Province ; Building an architectural framework for applying information technology to the Department of Natural Resources and Environment of Lang Son Province (including building an environmental database). Developing a plan to advise the Provincial People's Committee on investing in building a database of geography, remote sensing, hydrometeorology and climate change...

Over the past 20 years, with its positive contributions to the local socio-economic development, the Department of Natural Resources and Environment of Lang Son has been recognized by all levels and sectors for its achievements and awarded many emulation titles and noble forms of commendation.

Continuing the achieved results, proactively innovating, integrating, and moving towards digital transformation, the Department of Natural Resources and Environment of Lang Son will closely follow the Resolutions, Directives, Conclusions, Action Programs of the Party, policies and laws of the State, proactively advising the province to well perform the function of state management in the field of natural resources and environment.

Speed up the progress of surveying and mapping cadastral maps, cadastral records, building land databases, and initial land registration for land users and those assigned land by the State for management. Timely remove difficulties and obstacles to speed up the progress of site clearance for projects, especially key projects of the province.

Pay attention to the management of water resources, hydrometeorology and climate change. Continue to improve the effectiveness of mineral resource management and sustainable environmental protection. Strengthen inspection and examination of law enforcement and handling of administrative violations in the field of management, use and protection of natural resources and the environment. Do a good job of receiving citizens, pay attention to resolving complaints, denunciations and disputes in areas under the management and advisory responsibility of the industry.

Promote administrative reform, create favorable conditions for organizations and citizens. Research, advise on reviewing and developing job position projects, perfecting the organizational structure of the Department of Natural Resources and Environment, and the District Office of Natural Resources and Environment.

Continue to innovate propaganda and education work, raise awareness and sense of compliance with laws on natural resources and environment for organizations, individuals and communities throughout the province. Contribute to enhancing the prestige and position of the Natural Resources and Environment sector, meeting the trust of the province and the people.
