The Department of Health organized a conference to deploy and guide the implementation of Decree No. 188/2025/ND-CP of the Government stipulating a number of articles of the Law on Health Insurance and drug bidding.

On September 24, the Department of Health held an online conference to directly deploy and guide the implementation of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance and regulations related to drug bidding for health officials working at units under the Department of Health of Cao Bang province in 2025. Comrade Nong Tuan Phong - Director of the Department of Health chaired. Also attending was Comrade Nong Van Thanh - Deputy Director of the Department of Health.

Comrade Nong Tuan Phong - Director of the Department of Health spoke at the Conference to deploy and guide the implementation of Decree No. 188/2025/ND-CP of the Government stipulating a number of articles of the Law on Health Insurance and drug bidding .

 

Attending at the Department of Health's bridge and online bridges were leaders and civil servants of the Department of Health's Professional Department; representatives of leaders and civil servants of departments under the Department of Health; representatives of leaders and officials of units: Center for Disease Control, Provincial General Hospital, Traditional Medicine and Rehabilitation General Hospital, Center for Drug, Cosmetic and Food Testing, Hospitals: Ha Quang, Quang Hoa, Trung Khanh, Tinh Tuc and Medical Centers: Bao Lac, Bao Lam, Nguyen Binh, Ha Quang, Hoa An, Ha Lang, Trung Khanh, Quang Hoa, Thach An, Cao Bang ; representatives of leaders and officials of 56 Medical Stations.

At the Conference, the Department of Health deployed and guided the implementation of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance and legal regulations related to drug bidding .

Accordingly, Decree 188/2025/ND-CP has a number of new points such as: Cases of direct payment when self-purchasing medicine and medical equipment from July 1, 2025; Cases that do not have a card/have not presented a health insurance card will still be paid; Benefits of health insurance participants for 5 consecutive years according to new regulations; Regulations on payment of medical expenses for non-public organizations and schools; Regulations on cases of signing health insurance medical examination and treatment contracts; Verification of health insurance medical examination and treatment data will be mandatory from January 1, 2026; Cases of applying new and old regulations in parallel in a direction that benefits patients; People who are subject to state budget health insurance payments will still enjoy benefits if there are changes due to local mergers...

At the meeting, Director of the Department of Health Nong Tuan Phong directly discussed with the units to learn about the difficulties and obstacles in implementing the new regulations. At the same time, he directed the units to seriously implement, ensuring the correct content, time, quality, practicality, and efficiency in accordance with the spirit of the directive such as: Medical examination and treatment facilities are only allowed to provide health insurance services and pay health insurance treatment costs from the time the health insurance treatment contract takes effect ; the parties signing the contract must ensure the conditions of the contract throughout the contract implementation period. Depending on the conditions of the medical examination and treatment facility, the Social Insurance agency and the medical examination and treatment facility can add other contents to the contract and must be agreed upon by both parties, not contrary to the provisions of law ; in case the two parties cannot reach agreement on the additional contents, they will not be included in the contract . Regulations on payment and settlement of health insurance medical examination and treatment costs in the contract are agreed upon by both parties according to the provisions of this Decree and the law on health insurance ...

Previously, the Ministry of Health signed and issued Official Dispatch No. 4998/BYT-BH dated July 29, 2025 on the implementation of Decree No. 188/2025/ND-CP of the Government with contents related to the Department of Health such as: Urging medical examination and treatment facilities in the area to closely coordinate with the Social Insurance agency in organizing the implementation of Decree No. 188/2025/ND - CP. The People's Committee of Cao Bang province issued Official Dispatch No. 3304/UBND-VX dated July 14, 2025 directing the implementation of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government, assigning the Department of Health to: Organize, guide agencies, units and localities to implement Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government , ensuring timeliness, completeness and compliance with regulations.
